Industry driven mainly by public sector contracts
Civil engineering forms part of the building and construction sector, contributing 3% of GDP (SGD 13 billion) of Singapore’s GDP in 2020 and employing 11% of the country’s workforce. In nominal terms, the building and construction sector reported SGD 26 billion worth of construction output for 2021.
Civil engineering represented 26% (SGD 5 billion) of total contracts awarded (SGD 21 billion) in 2020, under the building and construction sector.
Singapore estimates that the public sector (which constitutes 85% of all civil engineering contracts) accounts for 60% of the construction demand in 2021. The public sector is estimated to contribute SGD 14 billion to SGD 18 billion per year of demand, from 2023 to 2026.
Majority of key projects in the pipeline part of the MRT extension
The total value of infrastructure projects in Singapore was estimated to be USD 95.2 billion in 2019, of which around 80% were publicly funded projects. The pipeline was estimated to reach USD 9.8 billion in 2020 and USD 10.7 billion in 2021, where 45% of the spend is on the mass rapid transit (MRT) project.
Some of the key projects in the Singaporean infrastructure pipeline include the Cross Island MRT Line (Phases 2 and 3), Downtown Line Extension to Sungei Kadut, cycling path networks, relocation of the Science Centre Singapore, Toa Payoh Integrated Development, Alexandra Hospital redevelopment and new integrated hospital at Bedok.
- Construction of Phase 1 of the Cross Island MRT line (CRL1) commenced in 2020 and is expected to be completed by 2029. The government also aims to expand its railway network from 230km in 2018 to 360km by 2030, while increasing the density of the MRT, with a target to have eight out of ten households within a ten-minute walk’s reach from a train station.
- The Chinese Belt and Road Initiative (BRI) includes the Kunming–Singapore Rail Link and the East Coast Rail Link, which are collectively expected to bring broader economic growth in the region for trade and transport.
- The Terminal 5 project of the Changi International Airport is also expected to be completed by 2030. With a total investment of SGD 7.5 billion, the project includes the construction of three runway and tunneling systems on a 1,080ha area. The government has funded 70% of the investment, while the rest is being provided by Changi Airport Group, owned by the Ministry of Finance.
- Singapore’s water infrastructure project, the Deep Tunnel Sewerage System: Phase II, is valued at USD 4.8 billion and is due to be completed by 2025. The project includes 40km of deep tunnels and 60km of link sewers, which is a conveyance system that creates an interconnected network, channeling used water by gravity to the new Tuas Water Reclamation Plant (WRP).
- Located on a 35-hectare site, the Singapore Sports Hub is the first and largest Public-Private-Partnership (PPP) sports facility infrastructure project in the world and the first carbon mitigation project in Singapore, in partnership with Dow and the International Olympic Committee (IOC). It includes a new 55,000-capacity National Stadium, Indoor Stadium, 6,000-capacity Aquatic Center, 41,000 sqm Kallang Wave Mall, Youth Olympic Museum and Singapore Sports Museum.
Government initiates new funding legislation for infrastructure projects
In terms of funding infrastructure, the government has made significant moves to attract private investment towards its projects. In May 2021, Singapore passed a new law allowing the government to borrow money for long-term infrastructure projects. The Significant Infrastructure Government Loan Act (SINGA) will allow a borrowing limit of SGD 90 billion for infrastructure projects, with a minimum value of SGD billion.
The law was passed in an attempt to close the funding gap, as the government expects development spending to be about 5% of GDP annually, higher than the baseline development expenditure of 4%. Consequently, the government announced the Singapore Government Securities (Infrastructure) bond worth SGD 90 billion, which was initially introduced in the budget speech in February 2021.
Singapore targets regional infrastructure market with Infrastructure Asia
Singapore is rated among the high performers by the World Bank Benchmarking Infrastructure Development report, based on criteria at various stages of a project cycle, including its preparation, procurement and contract management.
Asian Development Bank (ADB) estimates that the demand for infrastructure in Asia will become USD 26 trillion by 2030, which requires annual investments worth USD 1.7 trillion. Of this total, the climate-adjusted investment for power will be USD 14.7 trillion, USD 8.4 trillion for transport, USD 2.3 trillion for telecommunications, and USD 800 billion for water and sanitation over the period.
East Asia is estimated to account for 61% of the investment needs through 2030, with the investment requirement as a percentage of GDP estimated to be 5.7% for the Southeast Asian region. ADB estimates a 40% funding gap in the infrastructure industry, as the Asian region currently invests an estimated USD 881 billion for infrastructure.
In an attempt to fund this gap, Singapore set up Infrastructure Asia in April 2018, a platform that connects local and international stakeholders across the joint projects value chain. Infrastructure Asia aims to support power, transport, urban & smart cities and water & sanitation projects, working towards advancing sustainable infrastructure in the region. Around 60% of project financing transactions in the Southeast Asian region are led by Singapore-based banks, as the country is the regional financial hub.
Whilst governments are attempting to fund infrastructure projects through PPPs, mobilizing private capital and expertise, Singapore is targeting the regional infrastructure market with its ecosystem of stakeholders.
Currently, the transport and energy sectors constitute the highest number of infrastructure projects in the ASEAN region, while utilities and social sectors seem to be lower in priority. However, these sectors are expected to receive more attention from governments with the growing changes in the demographics of the region.

Government committed to infrastructure growth, despite negative impact of COVID-19
The government is now re-evaluating its finance allocation, as it prepares for its 2022 budget, aiming to cut down on infrastructure expenditure to accommodate Covid-related expenditure increases. The government underlines the current manpower shortage as a reason to adopt “preserve optionality and flexibility” in infrastructure projects.
It is notable that the government had shifted its resources from its public housing project towards funding Singapore's Covid-19 response, causing delays in the Housing & Development Board’s (HDB) Build to Order flats project.
Growing demand for infrastructure, shaped by key regional trends
Although Singapore is already ranked among the top countries in infrastructure and quality of life, the government is continuously investing in upgrading infrastructure to cope with rapidly growing regional peers and their growth trends.
- Urbanization: Driven by population and income growth, the urbanization rate in the Southeast Asian region reached 48% in 2019, creating issues such as congestion, electricity cuts and pollution due to increased population density in major cities. Therefore, the region is investing in capacity expansion on its urban facilities, to accommodate the growing population.
- Demographic and social change: As one of the most rapidly ageing societies in the world, Singapore’s median age is currently 42, with the highest life expectancy of 83 years.
