Singapore government takes lead to move towards being a ‘Smart Nation’
The city state’s e-commerce market is rapidly growing as it is sustained by its extensive ultra‐high speed and credible ICT infrastructure, tech-savvy population, and a dedicated government that is committed towards embracing the digital economy and building a Smart Nation.
As per GlobalData, a leading data and analytics company, Singapore’s e-commerce sector is expected to reach approximately SGD 11 billion in 2025, growing at a CAGR of 16.2% YoY from SGD 8 billion in 2021. In addition, as a percentage of GDP, e-commerce accounted for approximately 1.7% of GDP in 2018, and this proportion is expected to rise to 3.5% in 2030.
In Southeast Asia, Singapore’s B2C e-commerce market is the fourth largest market in the world, with Singapore boasting top-notch e-commerce activity levels. Singapore also has the most sophisticated e-commerce payment infrastructures in place. Its payment systems are stable with an attractive target market for cross-border e-commerce. The top e-commerce product categories are consumer electronics, toys, DIY and hobbies, fashion and beauty, and personal care (as per research by Janio Asia). In addition, inherent to its e-commerce strategy, the government intends to launch two 5G networks that promise faster speeds, across the country, by 2025.
Government strengthens regulatory environment for e-commerce
The industry is strengthened by statutes and regulations proposed by the Singapore Government, which aims to boost consumer confidence in e-commerce. The rules, regulations and laws pertaining to the industry include the Electronic Transactions Act, Sale of Goods Act, Misrepresentation Act, Computer Misuse Act, Copyright Act, Trade Marks Act and Personal Data Protection Act.

Pandemic aroused a shift in consumer behaviour patterns; higher reliance on e-commerce
The pandemic witnessed physical store retailers entering the e-commerce platform in Singapore. The small players in the market went online and used social media and online marketplaces to sell their products. The first six months of 2020 witnessed a 23% increase in total visits to Singapore’s e-commerce platforms. It was observed during the first half of 2020 that a Singaporean would spend SGD 113 on online purchasing.
Further, Singapore saw great retail e-commerce growth in 2021 especially as it consisted of a tech-savvy population with high disposable incomes. A 12.5% growth (source: Global Ecommerce 2020) was observed, which was promising for advertisers and publishers looking to enter into the market.
Singapore’s ultra-fast internet technology is another reason for e-commerce to grow. Fixed internet connections in Singapore have tripled compared to the average global speed, and therefore has dominance of a reliable and secure communications technology infrastructure. The tech-savvy population and the competent technology infrastructure have been contributing factors towards the country’s high mobile penetration rate.
There have been a variety of grants and initiatives that have been developed to promote the e-commerce industry of Singapore. The retail sector is a key economic sector of Singapore. Moreover, the thriving internet retailing sector is a key sales channel for the industry. Therefore, the Retail Industry Transformation Map (ITM) plans to escalate e-commerce use by enlivening Singapore to be an e-commerce hub, to advocate for businesses to strategically use e-commerce, integrate cross-border laws and policies, build internationally linked e-commerce infrastructure and encourage the public to use it.

Singapore a target market for cross-border e-commerce
There is a local ecosystem of e-commerce service providers such as Allsome, uParcel, iStore iSend, ezyCommerce, Whitebox and SP that provide a full-service end-to-end managed e-commerce solution. As a result, there is a growing demand for B2B e-commerce transactions in Singapore with a viable trend among organizations using it as a base to reach cross-border customers in neighbouring countries. The country has payment systems that are steady, and the overall credit card penetration is high, which makes it an attractive market for cross-border penetration.
Digital payments, social media platforms and virtual assistants to further push industry growth
Growth in e-commerce is also fuelled by a number of other factors including growth in digital payment options, social media platforms and use of virtual assistants.
While there is a high level of use of credit cards within the country, digital wallets are also on the rise. As per a survey conducted by Rapyd,18.2% of the population prefers digital wallets as a payment method and it is the second most popular payment method in Singapore. It is anticipated that by 2021, digital wallets could make up 23% of all sale transactions. The survey also unveiled that 42% of consumers preferred e-wallets, while approximately 34% of the survey’s respondents still accepted credit cards as the most preferred payment method.
Further, brands use live streaming to promote products on social media platforms via social media influencers. Live streaming helps businesses to understand conversion rates and find out which products are doing well. It also enables consumers to engage in real-time purchasing.
Another trend in e-commerce that is gaining momentum is sensory search. Contributing to this factor are virtual assistants such as Alexa and Google that help in making online purchases. Therefore, there is scope for businesses to partner with voice assistants to increase voice purchasing.
