Singapore’s high literacy rate results in 60% of adults possessing at least a post-secondary qualification
With around 97% literacy rates among the resident population aged 15 and over, Singapore is among the countries with the highest literacy rate in the Asia Pacific region, as of 2020. Around 60% of Singapore residents aged 25 years and over (reflecting about 58% of the population) have obtained post-secondary or higher qualifications, as of 2020. Singapore’s high literacy rate can be attributed to the large government spending (SGD 13 billion - i.e. 3% of GDP - in 2020) and the low student-to-teacher ratio (around 14 students per teacher on average).
Students attend school for around 11 years on average, which is categorized into primary and secondary schooling. The primary school system is a six-year compulsory course leading up to the Primary School Leaving Examination (PSLE). There are around 180 primary schools, 77% of which are government schools, while the rest are government-aided schools, with no independent primary schools as of 2020.
The secondary education system offers three courses: 1) a four-year course leading to the Singapore-Cambridge GCE O-Level certification, 2) the Normal (Academic) course, which is a four-year course leading to the GCE N(A)-Level certification, and 3) the Normal (Technical) course, a four-year course leading to the GCE N(T)-Level certification. There are eight independent schools in the secondary and mixed-level categories, in addition to 105 government schools.
The Junior Colleges/Millennia Institute provide pre-university education, with the Junior Colleges offering two-year courses and the Millennia Institute offering a three-year course leading to the GCE A-Level certification. Post-secondary, students proceed to Universities, Polytechnic institutes, Sports School/School of the Arts or the Institute of Technical Education (ITE).

Singapore’s annual graduate output was around 44,000 in 2020, of which around 19,000 (44%) graduated from universities, while around 24,000 (56%) graduated from Polytechnic institutes.
The graduate output from Singapore’s six government universities grew by 4% YoY in 2020, to around 18,000, in addition to Polytechnic institution output, which also grew by 3% YoY to 22,000 in 2020. Enrollment rates also grew by 3% YoY to around 76,000 students for universities but declined by 4% YoY at Polytechnic institutions to around 67,000 in 2020. Engineering was the top field of study among graduates in 2020, representing 26% of the total graduate output, followed by Humanities & Social Sciences and Business & Administration, constituting 18% and 12% of graduate output respectively in 2020.
The government universities in Singapore are among the top 50 universities in the world, according to Times Higher Education World University Rankings 2022, where the National University of Singapore (NUS) was ranked 21st and Nanyang Technological University (NTU) was ranked 46th. In addition, three Singaporean universities were ranked among the top 100 universities in the world for MBAs by the Financial Times, including NUS Business School (21), Nanyang Business School, NTU Singapore (39) and Singapore Management University (SMU) Lee Kong Chian School of Business (51).
NUS operates with 17 faculties, 23 university-level research institutes/centres and three Research Centres of Excellence (RCEs). It is known for its pioneering ‘NUS Overseas Colleges’ programme, collaborating through the Duke-NUS Medical School, music conservatory with Johns Hopkins University and Singapore’s first liberal arts college with Yale University, in addition to joint degree programs with other foreign universities.
NTU is a research-intensive university with engineering, science and technology specialization. In addition to its five colleges, NTU also has the Lee Kong Chian School of Medicine - in collaboration with Imperial College London.
SMU offers undergraduate and postgraduate programmes across six schools. Other universities include Singapore University of Technology and Design (SUTD), Singapore Institute of Technology (SIT), Singapore University of Social Sciences (SUSS) and a university of the arts.

Singapore has seamlessly shifted to online learning methods as a result of the prevailing high digital literacy rate compared to other countries
Singapore’s high digital literacy rate (97% in 2020) has enabled the country to easily adapt to online learning methods. Singapore’s shortages or inadequacy of digital technology during the pandemic was only 2%, much less than countries like France, which reported 30% in 2019.
In addition, the government was able to adopt a unified policy towards home-based learning and subsequently to blended learning, since the majority of schools are government-funded. Furthermore, as one of the nations that adopted effective Covid-19 control measures, the country was able to have around 150 days of physical school, with the rest of the days completed through home-based or blended-learning models in 2020.
Government expenditure on education declined in 2019 and 2020 by 1% YoY consecutively, due to a 7% YoY cut down on recurrent expenditure in universities in 2019 and a 6% YoY cut in 2020. Development expenditure on education also declined by 26% YoY in 2020 to SGD 582 million, from SGD 791 million in 2019 (the highest amount spent in the past five years since 2015). The recurrent expenditure per student across all levels such as primary, secondary, diploma and degree courses declined in 2020, except for Junior Colleges, which increased by 5% YoY in 2020.
Singaporean students excel in STEM subjects due to government emphasis on developing a competitive workforce, ready for Industry 4.0
Singapore is known for its excellence in STEM subjects (Science, Technology, Engineering and Mathematics) and was ranked second in the OECD’s Programme for International Student Assessment (PISA) global ranking table in 2018. The country is investing heavily in developing its workforce, preparing for the Industry 4.0 revolution.
Moving beyond undergraduate courses, the country is en route to providing Continuing Education & Training (CET) programmes to support graduates for lifelong learning and upgrading. Universities such as NUS have introduced lifelong learning support for their alumni, for up to 20 years from the point of enrolment, in addition to the Ministry of Education’s (MOE) Lifelong Learning Units supporting adult learners with shorter, bite-sized courses.
The government has also been offering Work-Study Degrees (WSDegs) since 2017, featuring increased employer involvement, where companies and universities co-design and co-deliver curricula that fit the needs of the industry.
The growing competition among the student population in Singapore has led to an increase in private spending on education, which was valued at SGD 7 billion in 2020. This was mainly due to the rise in private tuition for students, which is perceived as necessary by parents. The MOE has recognised the emotional stress on students from the emphasis on high achievement in exams and has stopped naming top scorers since 2021, in addition to measures being taken to alter the Primary School Leaving Examination (PSLE) scoring system and placing school counsellors to support student mental health.
