Overview

Industry growth driven by Singapore’s position as a key tourist destination and transit hub in Asia

As a tourist destination and one of the key transit hubs in Asia, the hotel and accommodation industry of Singapore earned approximately SGD 4 billion in revenue in 2019, with around 248 gazetted hotels in the industry. Singapore had around 415 licenced accommodations listed under the Singapore Tourism Board (STB) as of December 2021.

The hotel/accommodation sector consists of hotels (88%) and backpackers’ hostels (12%), where hotel rooms accounted for around 99% of the room stock as of December 2021. Accommodation is the second largest recipient of tourism spending, accounting for around 20% (SGD 6 million) of Singapore’s tourism receipts in 2019, behind other expenditure (airfare, transportation, business, medical, education-related items and by transit/transfer visitors).

In terms of size, large hotels (more than 300 rooms) dominate the industry with around 64% of the market share, followed by medium-sized hotels (100-300 rooms), which account for 21%, and small-scale hotels with less than 100 rooms, accounting for around 15% of the industry’s market share in Singapore.

In addition to being a tourist destination, Singapore also profits from being a transit point between Asia and the rest of the world. As Singapore is one of Asia’s key transport hubs for international air passenger traffic, the hotel industry in Singapore draws a significant number of transit passenger hotel stays.

Key trends

Industry adversely impacted by the pandemic; lockdowns and travel bans negatively affect tourist arrivals

The hotel and accommodation industry suffered a severe setback from the COVID-19 pandemic, where hotel occupancy rates declined from 87% in 2019 to 57% for both 2020 and 2021. As a result, hotel room revenue, which recorded a 5% YoY growth in 2019, declined by around 71% YoY in 2020 to SGD 1 billion, and continued to decline by 20% YoY in 2021 to SGD 982 million. The decline was predominantly due to a fall in the number of tourist arrivals in Singapore during the pandemic; tourist arrivals reduced by around 86% YoY from 19 million arrivals in 2019 to 3 million in 2020.

Revenue per available room (RevPAR), which is a key performance indicator (KPI) in the hotel industry, was also halved from SGD 192 in 2019 to SGD 89 in 2020, declining by around 54% YoY, and registering slight growth of 1% YoY to SGD 90 in 2021.

Nevertheless, mid-market hotels in Singapore remained relatively stable during the pandemic due to higher demand for longer stays from stranded foreign workers, staycations and delays in obtaining new housing during the pandemic. The average length of stay at hotels in Singapore increased from 3 nights in 2019 to 4 nights in 2020, reflecting the increased mandatory quarantine requirements during the COVID-19 pandemic.

Industry expected to rebound, driven by a rise in tourist arrivals, hotels rebranding with new business models and government initiatives

The industry is expected to rebound in 2022, with the implementation of the government's Vaccinated Travel Lane (VTL) scheme and increasing vaccination rates. The industry is attracting more investment fueled by the growing demand for tourism post the pandemic. The number of registered hotels increased by around 7% YoY to 265 in 2021, despite the decline in tourist arrivals. The mid-market segment in the hotel industry is a key driver of growth, as the volume of investment in the segment for 1Q 2022 was recorded at SGD 103 million, overtaking the entire half-year revenue for 2021. The trend is expected to continue throughout the year with the projected volume of investment at SGD 400 million.

However, the industry is also constrained by labour shortages, supply chain bottlenecks and rising costs, which are expected to impact hotels. The government has initiated a labour market study in the hotel sector in order to support the hotel industry in transforming its business model, redesigning hotels and creating additional employment within the industry.

The roadmap will outline the strategies and targets for the industry, and is expected to launch in 2022. It is notable that Singapore’s Resorts World Sentosa was the first resort in Southeast Asia to obtain the GSTC certification under the Industry Criteria for Hotels.
