Singapore’s legal system is built on social and economic circumstances that developed upon achieving self-governance and independence from Malaysia in 1965. The country’s legal sector functions as a self-regulating industry, governed by the Law Society of Singapore, the official government body for lawyers.
Divided into three segments, namely, the Legislature, Executive and Judiciary, the legal structure also enables Alternative Dispute Resolution (ADR) in the form of arbitrations and mediation. ADR tackles dispute resolutions in the form of domestic and social conflicts on a bigger scale with regards to cross-border legal disputes.
Having noted the establishment of 1,000 firms in 2017, the legal pool ensured an employment of 12,900 workers. The nominal value added (VA) of the legal industry increased to more than 40% over the past decade, from USD 1.5 billion in 2008 to USD 2.1 billion in 2017. The introduction of the Qualifying Foreign Law Practice (QFLP) scheme resulted in a rise in commercial arbitration and saw an annualised growth rate of nominal VA of 4% during the period between 2008 and 2017.

International firms are given a structured criteria revolving around legal activity, requiring a higher percentage of Singapore qualified lawyers registered under international firms along with obtaining a QFLP. Joint law ventures are approved for internationally established legal organizations, ensuring a financially integrated entity connecting foreign and local firms that collaborate whilst existing as separate financial and operational units.
Legal services catering to corporate services, business setups and dispute resolutions contributed increasingly to the legal hub based in the country. In January 2021, an agreement worth USD 21.2 billion, referred to as the UK-Singapore Free Trade Agreement, came into effect, improving the situation of the economy as a result of the 5,000 British companies existing in Singapore.
Political unrest in Hong Kong led to a shift in international arbitration, which in turn resulted in an increased relocation of firms and assets to Singapore - notably, a large increase in partnerships between existing entities such as Reed Smith, RPC and the Big Four with affiliated Singaporean law offerings.

Singapore’s legal services reached new peaks; export of legal services doubled in the last decade
Singapore’s legal industry landscape is made up of Singapore Law Practices (SLPs), Foreign Law Practices (FLPs), QFLPs and Joint Law Ventures (JLVs). Each sector differs in terms of scope, whereby SLPs are allowed to enable legal services on Singapore law-related matters whereas FLPs are restricted to international commercial arbitration through certain types of registered lawyers.
In 2017, a large portion of law practices resulted in SLPs raking in 88% of the legal pool, followed by FLPs with 10%, and QFLPs and JLVs both contributing 1% each. Under the SLP division, 81% of the companies employed 1 to 5 lawyers, while 16% employed 6 to 30 lawyers with the remaining SLPs employing over 30 lawyers each.
Exports of the legal services sector expanded over the last decade, resulting in opportunities for Singapore lawyers and SLPs to move out of Singapore in search of global legal services. An increased value of offshore transactions generated through foreign legal entities resulted in Singapore being transformed into a legal services hub in the Association of Southeast Asian Nations (ASEAN). Notably, the value of exported legal services doubled between 2008 and 2017 from USD 0.4 billion to USD 0.9 billion, resulting in a percentage increase from 19% to 29%.
Disruption of businesses requiring legal services due to COVID-19; steps taken to continue workflows
Following the outbreak of the COVID-19 pandemic, 70% of the the legal services sector noted a decrease of legal work, with 20% experiencing no change in workflows and 10% experiencing an increase in work. Chinese investments declined and reluctance was seen among investors. Legal entities faced merger cancellations, receivables collection dilemmas and complications arising in acquisition deals.
The pandemic resulted in a 46% revenue interruption or shortage, while 34% of the legal sector found that seeking new clients or work became noticeably challenging. Additionally, 32% of the legal firms experienced a cash flow crunch due to contributing factors such as travel restrictions and government safety protocols.
Digitalization of the legal industry to meet business demands; ‘legal tech’ paving the way for a transformational legal industry
Basic legal tech solutions to be automated at lower-value tasks are categorized into 3 types: enabler technology that facilitates the digitalization of a firm's operations, back office technology catering to back office functions and its enhancements, and front office technology - i.e. the execution of legal tasks.
The digitalization of the legal industry resulted in cybersecurity concerns with regards to business transactions. The more valuable data becomes, legal entities would be required to seek sophisticated cybersecurity solutions that would ensure data management, provide lawyers and legal staff with required training, and for cyber-hygiene guidelines and policies to be implemented. The market value of the cybersecurity market is set to increase by 7.2% annually over the next six years.
Competition within the legal industry resulted in multi-disciplinary practices competing with traditional legal firms to provide professional services, enabling accounting and consultancy. High-volume services, digital service deliveries and managed services saw advancements in the legal industry, thus further heightening the demand for digital tools to progress further.
Legal tech development introduced the integration of e-courts and e-court tools into legal systems, creating machine-readable digital documents that would require the usage of AI-powered risk assessment and outcome simulations. E-courts would enable the legal sector to leverage technology to obtain a greater geographical reach, to provide legal assistance and services without being affected by travel restrictions.

- The legal field noted the largest registration of lawyers in 2021, at a peak of 6,333.
- Value added by law practices comprised 67% from Singapore Law Practices (SLPs), with Foreign Law Practices following it by 16%, and Qualifying Foreign Law Practices and Joint Law Ventures at 14% and 3% respectively.
