Singapore employment trends remain robust

As of end-2021, the employed population in Singapore totalled 3.64 million, representing an increase of 1.1% YoY, with average unemployment of 2.7%. The majority of the labour force in Singapore is employed in the Services sector, constituting 75.0% of the workforce, followed by 12.3% in Manufacturing, 11.2% in Construction and 0.7% in Others.

Singapore’s employment levels notably declined in 2020, with the onset of the COVID-19 pandemic, with the employed population falling by 5.0% YoY to 3.6 million, due to the laying off of approximately 181,000 jobs. The non-resident workforce fell by approximately 195,900 (compared to about 41,500 additions in 2019), while resident work increased by around 14,900 (compared to approximately 28,300 additions in 2019).

Comprehensive government investment and expenditure to maintain recovery momentum

During the Budget for 2021, the Singaporean government allocated SGD 5.4 billion to extend and enhance the SGUnited Jobs and Skills Package, and assist more job seekers to access opportunities. Further, the budget extended and enhanced the SGUnited Mid-Career Pathways and SGUnited Traineeships Programmes by 12 months to end-March 2022, which includes specified training allowances to strengthen support for mid-career job seekers and fresh graduates looking for full-time positions.

The Jobs Growth Incentive (JGI) qualification window was extended by 7 months in the 2021 Budget, and firms were given more support. In August 2020, the JGI was created to encourage firms to hire more local job seekers. In addition, qualified firms can get up to a 12-month pay subsidy for each new local recruited between September 2020 and February 2021. Employers who hired locals between March 2021 and 30 September 2021 will be eligible for pay support under this extension.

In August 2020, the Ministry of Manpower (MOM) formed the Assurance, Care and Engagement (ACE) Group to give assurance to migrant workers who live in dormitories and workers employed in dorms, including dormitory operators. Workers will be cared for through a comprehensive medical support plan, and health services will be made more accessible to migrant workers. It will also improve engagement with workers and other stakeholders to develop greater connections with Singaporeans, labour unions, employers and dorm operators.

Key Trends

Robust hiring outlook in 2022, with continued growth in net employment

According to ManpowerGroup, a global workforce solutions provider, Singapore’s recruitment needs are estimated to pick up to 40% YoY and 15% QoQ in 3Q 2022. This is mainly due to severe talent shortages envisaged during the period. As of end-December 2022, approximately 80% of hiring needs were not filled in Singapore, compared to the global average of approximately 75%, which is considered to be the highest in the last 16 years.

In 2Q 2022, ManpowerGroup estimates a 25% QoQ increase in the Net Employment Outlook compared to 14% in 1Q 2022. Further, the organisation surveyed 500 employers and noted that:

42% expect to increase the headcount of their relevant organisations,

71% plan to provide salary increments of 3% or more, and

81% report intentions to give a minimum of one-month bonuses, or more.

Singapore, like the rest of the world, anticipates the IT, Technology, Telecoms, Communications and Media sectors to have the strongest hiring intentions in 2Q 2022, with a 38% QoQ increase in hiring intentions. This was followed by a 26% QoQ increase in the hiring outlook in both the Banking, Finance and Insurance, and Real Estate and Manufacturing sectors. However, the weakest hiring outlook is forecast in the Restaurants and Hotels sector, with a 3% QoQ decline. Nevertheless, 10 out of 11 sectors showed a positive hiring outlook in 2Q 2022 and 3Q 2022.

According to Callam Pickering, an APAC Economist at the global recruitment platform Indeed, it will be difficult for the Singaporean economy to continue posting strong growth without immigration flows that normalise population levels. Due to the population decline, Singapore's unemployment rate remained low throughout the pandemic, contributing to a growing skill shortage in the country.

Significant post-COVID trends negatively impact the work environment

With pandemic-infused work-from-home arrangements likely to continue, Singapore's workforce is opting for a hybrid model of office and homework arrangements. As at the end of January 2022, remote job searches consisted of 2.9% of all job searches on the global job vacancy site Indeed. Further, this is 3.8 times higher than pre-pandemic levels.

Remote work is consistently among the most popular search terms in current times. Employers are putting together return-to-office plans, especially in sectors such as production, construction and hospitality, thereby increasing the number of employers adopting a blend of work and home.

As of end-January 2022, vaccine requirements in job descriptions on the jobsite Indeed were approximately 3.5%, nearly doubled from October 2021, and approximately 5 times compared to vacancies a year ago. In Singapore, approximately 76% of employers are mandating vaccines for some or all employees for their employees to return to the workplace.

Software development has overtaken managerial roles as Singapore's second most popular employment segment. Further, Singapore's IT and Software sector is tied with Finance as the Top Industry Sector for recruitment on the popular professional network LinkedIn.

Tech talent is in high demand, and the industry remains one of the most fascinating and fastest-growing in the country. However, there is a frequent disparity between the talents that businesses desire and the abilities of job seekers. Traditionally, skilled migration has been used to alleviate this, but not so much in recent times. Skill shortages are particularly expected in the tech industry, primarily due to the rapid change in skills and demand, driven by the accelerating digitalisation.

Change in the overall approach to vacancy fulfilment by candidates to diversify job searches

As per a survey conducted by the MOM in June 2021, 41.9% of Professionals, Managers, Executives and Technicians (PMETs) submitted their resumes online, via social networking websites such as LinkedIn and Facebook. Further, employers have taken a more proactive role in sourcing talent, by directly advertising for and sourcing talent online, with 52.0% of candidates responding to online job advertisements, compared to more passive hiring methods, such as going through employment agencies.

Moreover, career centres employ career counsellors who guided 11.0% of potential resident employees to find jobs in 2021, up from 8.0% in 2018, as they found value in speaking to a trained professional. ​​
