Singapore's semiconductor sub-industry falls under the computer, electronic & optical products industry, which accounted for around 44% of the country’s total manufacturing output in 2021. The semiconductor sub-industry’s manufacturing output in 2021 was approximately SGD 128 billion, which equates to 33% of the country’s manufacturing output and makes up around 75% of the computer, electronic & optical products industry’s manufacturing output. The semiconductor industry contributed around 7% to the country’s GDP in 2021 and continues to be the fastest-growing segment in the electronics sector.
As of 2022, Singapore holds around 11% of the global market share for semiconductors, while approximately 20% of the world’s semiconductor equipment is manufactured in the country. In 2019, Singapore housed the world’s top 3 wafer foundry companies, 8 of the top 10 fabless semiconductor (IC design) companies, and 12 semiconductor assembly and test operations, including the top 3 global players such as NVIDIA, Infineon and Micron.
The Singapore Semiconductor Industry Association (SSIA) is the key organisation within the industry, with a majority of its members being part of the industry’s value chain, including integrated circuit (IC) design companies, manufacturers, fabless companies, equipment suppliers, photovoltaic and LED companies, electronic design automation (EDA), material suppliers, training and service providers, intellectual property (IP) companies, research institutes and academia. The association works with its members and government organisations such as the Economic Development Board (EDB), Enterprise Singapore (ESG), Workforce Singapore and Singapore Customs to promote industry growth.

Declared an essential service amidst the pandemic; robust growth recorded despite manufacturing being disrupted in China
Although the manufacturing sector recorded a decline in 2020 due to the pandemic, the electronics industry remained resilient, driven by the demand for semiconductors. Semiconductor manufacturing output recorded 7% YoY growth in 2020, from SGD 96 billion in 2019 to SGD 103 billion in 2020. The semiconductor manufacturing output’s contribution to the electronics sector’s total output also increased from 27% in 2018 to 33% in 2020. Following the growth momentum post-pandemic, the industry recorded 24% YoY growth in output for 2021, driven by the global chip shortage and the robust demand growth from 5G markets.
The demand for Singaporean semiconductors grew rapidly due to the closure of Chinese manufacturing plants during the peak of the pandemic, and was further supported by the growing demand from 5G and automotive markets. Further, semiconductor manufacturing was declared an essential service by the Singaporean government, to ensure that movement restrictions did not affect production, contributing to the growth of the electronics manufacturing industry amidst the pandemic.
Increased investment and expansion of Singaporean semiconductor companies
Supported by the production disruptions faced in China, and driven by the growing demand from 5G, AI, cloud computing and the Internet of Things (IoT), the Singaporean semiconductor industry is expected to reach SGD 1 trillion over the next decade, almost doubling from its size in 2021.
The country has attracted investments from leading semiconductor players including GlobalFoundries, Siltronic and UMC, driving the demand for a skilled workforce in the industry. SSIA’s job portal had over 500 job vacancies listed by its member companies at the end of August 2021, spanning across various experience levels, primarily for operators, technicians and engineers.
Government initiatives attract new talent
Singapore aims to adopt two strategies in order to improve capabilities in the semiconductor industry, which includes upskilling the existing talent and attracting new talent.
Government programmes, in partnership with industry giants, include the Singapore-Industry Scholarship (SgIS), Industrial Postgraduate Programme (IPP) and EDB-NVIDIA Future Talents Program, which supports talent development for the next generation of foundry engineers, IC designers and AI talent, in addition to Konica Minolta and MediaTek Inc.’s innovation centres in the country. The M2030 Careers Initiative launched by the government also aims to support companies by working closely with SSIA in developing attractive career options in manufacturing, making these jobs more accessible for locals.
While the demand for a skilled workforce is growing, SSIA notes a decline in interest in roles like IC designing and is currently teaming up with multinationals in the industry to attract talent in the field. The association is also considering running summer camps and allowing students to try electronics hardware programming projects, which could encourage more students at the secondary and junior college levels to consider electronics and computer engineering for their graduate studies.
Singapore works towards sustainable semiconductor industry backed by R&D, infrastructure development and green transformation
The pandemic-induced global chip shortage, where demand from US and EU automakers outpaced supply, has created greater opportunities for Singapore’s semiconductor industry. While the US and Europe are determined to reduce reliance on the outsourced manufacturing of semiconductors, Singapore remains a key hub in the Asian region, where over 90% of the world’s most advanced chips are produced, mainly in countries such as Taiwan, South Korea and Japan. In addition, the Singaporean government is focusing on creating a vibrant and conducive environment for companies and their employees in the industry.
One of Singapore’s major priorities is sustainability, where the government has identified that the semiconductor industry plays a critical role in the country’s green transformation. Singapore projects that information and computing technology will consume up to 20% of global energy demand by 2030, with chip manufacturing accounting for most of its carbon footprint. This provides economic opportunities for semiconductor companies to adopt green transformation in the industry, to take collective action against climate change.
Singapore aims to lead the way to sustainable semiconductor manufacturing by encouraging companies to reinvent themselves to harness sustainability as a competitive edge, becoming efficient, reducing costs and better meeting stakeholder expectations. The government aims to support the development and commercialisation of sustainability solutions for semiconductor companies with around SGD 25 billion in funding from its Urban Solutions and Sustainability (USS) domain under its Research, Innovation and Enterprise 2025 (RIE2025) Plan. The government also encourages global and regional partners to conduct R&D in green technologies under the Green Economy pillar of the Singapore Green Plan 2030.
Semiconductor Business Connect, launched in 2021, is another government initiative to foster collaboration and facilitate innovation within the semiconductor ecosystem of the country. The inaugural Business Connect facilitated close to 30 business connections, while this year’s event is expected to be even more successful with reduced movement restrictions, post-pandemic.
