Increase in food security recognized as imperative; significant measures towards increasing agricultural produce
The agricultural sector comprises merely 1% of Singapore’s entire 729 square kilometers of land. In monetary value, it contributed SGD 152 million, or less than 0.5%, towards national GDP. Though it may not be a prime contributor towards the national income of the country, the sector gained traction starting in the 1960s, with subsequent governments focused on improving food security in the country.
One of the key reasons for low agriculture is the limited land space available. The agri-food sector of Singapore is engaged mainly in the production of eggs, fish, vegetables and other general agricultural produce, towards local consumption.
The vegetable farms include green leafy vegetables and bean sprouts. While they utilize soil cultivation, the ability to increase yield by employing better technology is impeded through the lack of physical space. The land-based fish production is primarily done via fish farms, which provide the local aquaculture produce. However, the sea-based farms mainly cater to supermarkets and live markets. The produce of sea-based farms include pompano, milkfish, grouper, sea bass, threadfin, mullet, snapper, trevally and tilapia.
Additionally, the agriculture sector boasts of non-food agricultural produce such as orchids, ornamental fish, ornamental plants and foliage. The produce caters to both the local and international markets. Moreover, the sector is a key exporter of ornamental fish and quality cut orchids. There are currently 153 orchid farms in the country.
Singapore aims to improve agriculture production through its ‘30 by 30’ plan
Singapore’s primary agricultural experience surrounds the production of fish, eggs and leafy vegetables, which contributes to around 10% of the country’s nutritional needs. However, the aspirations of the country have now shifted as it aims to lead with its farm production using technology instead of labor. This is a challenging task considering 90% of the food is imported. In 2020, Singapore’s agriculture imports reached SGD 132 billion. The food security of Singapore is further hampered by factors such as global warming and diseases that impede the quantity of imported agricultural produce.
Therefore, the government has set out a program to achieve sustainable and productive farming through the ‘30 by 30’ target. This national program includes building the local agri-food market to meet 30% of the local nutritional food requirements in the most sustainable manner by the year 2030.
The focus has shifted to grow more within the space available, with encouragement provided including for citizens to also grow locally. Furthermore, the national goal is to boost fish production to attain 100,000 tonnes of finfish production, the challenge of this being the requirement for larger farms and more advanced technology.

The SFA has three aims to secure food security. Strategies have been constructed to expand imports, boost local production and expand overseas, to break into bigger and better markets. All these measures impact the agricultural sector in their own manner.

COVID-19 pandemic elevates the need for food security and a consistent supply of food
The pandemic caused disruptions in the food supply chains as safety measures were implemented. Even though the ‘30 by 30’ program was launched pre-pandemic, the COVID-19 virus was a strong wakeup call for the country to double the efforts in local food production. During the pandemic, the government rolled out funds and grants to help local food producers throughout 2020 and 2021.
In addition to this, the SFA increased local interest in farming through promoting it as a career option. Despite the physical restrictions, virtual learning, virtual produce demonstrations and career fairs were organized.
Additionally, the safety measures in farms and slaughterhouses gained priority through safe distancing. The safety of workers in these establishments was not compromised as strict measures were implemented. Apart from ensuring hygiene and safety, these measures ensured less interruptions in food supply during the lockdown periods.
Singapore’s key strategy for the agricultural sector: to produce more locally and sustainably, through use of technology
A positive ripple effect of climate change is the opportunity to dive into safer and sustainable methods of production, using technology to enhance product quality and efficient processes. As such, environmental concerns have seen consumers progressing towards sustainable local produce over the recent past.
In addition to this, the agri-food industry is transforming. The government is striving to enable better productivity with less resources. There is government funding available through the SFA to build technologically savvy farms. To this end, the SFA has allocated a USD 60 million Agri-food Cluster Transformation (ACT) Fund to support this cause.
Aquaculture too is seeing rapid technological transformation and sustainable policies, which will secure high harvests of fish in a more climate-resilient farming process to minimize the risk of fish diseases. Floating fish farms that combine offshore as well as marine technology have been initiated through a company known as Eco Ark. The system employs a Recirculating Aquaculture System to clean and treat seawater, with the aim of condensing outside sensitivities present in seawater.
Another technological innovation gaining momentum in the aquaculture sector is the use of solar panels to conserve energy, and pelleted feed that is nutritionally and environmentally friendly.
The agriculture industry is also heavily supported through research and development. There is a USD 144 million research and development allocation launched by the Singapore Food Story R & D Programme. This will provide incentives for research in areas such as food safety science, sustainable food production and biotech in protein production.
Contemporary aquaculture and cutting-edge urban farming to be next phase of sector growth
As per ASEAN Access, the vertical farming sector is estimated to grow annually at a rate of 24.6% by 2026, while aquaculture is believed to grow at a rate of 4.7% by 2025. Decisions to increase domestic food security deemed it essential for the agri-food sector to develop a sustainable and complete ecosystem. The ‘30 by 30’ program announcement caused a significant boom in agri-tech start-ups, which assisted in modeling urban farms with dynamic technology.
To make the best use of the agri-tech boom, Singapore announced the inauguration of an Agri-Food Innovation Park. The park is a combination of high-tech farming, animal feed production, research and development, indoor and vertical farm operations, and insect farming.
