Overview
Sector highly diversified and boosted by government funding
The arts, entertainment and recreation sector in Singapore comprises many avenues, mainly including sports, library services, the arts and cultural sector, and cinema services. As of 2019, the arts and entertainment sector contributed a value addition of SGD 1.8 billion, representing 0.5% of GDP. In 2020, the Singaporean government provided funding of SGD 481.3 million for the arts, cultural and recreation sectors, with 84% of funding going towards operational and development expenditure for the arts & heritage segment.
Sector supported by government institutions and overseen by Ministry of Culture, Community and Youth
The Singapore arts, entertainment and recreation sector is broadly regulated and governed by the Ministry of Culture, Community and Youth (MCCY). The ministry oversees the industry through its statutory boards, which are given below.
National Arts Council (NAC): The NAC oversees and manages the arts in Singapore. The organization provides comprehensive support for the arts, from grants and partnerships, to industry facilitation and arts housing.
National Heritage Board (NHB): The NHB is the custodian of Singapore’s heritage-related activities. It manages the national museums and heritage institutions, and sets policies related to heritage sites, national monuments and the National Collection. To showcase the National Collection, the NHB aims to curate heritage programmes and present exhibitions.
People’s Association (PA): The PA was established to promote racial harmony and social cohesion in Singapore. It offers a wide range of programmes to cater to Singaporeans, through a network of 1,800 grassroots organizations, over 100 Community Clubs, five Community Development Councils, the National Community Leadership Institute and Water-Venture outlets.
Sport Singapore (SportSG): SportSG’s core purpose is to inspire the spirit of and transform Singapore through sport. It aims to provide innovative, fun and meaningful sporting experiences to the general public of Singapore. The institution works with a vast network of public-private-people sector partners for individuals to live better through sports.
With the onset of COVID-19 in 2020, the NAC made a robust case for the government to support the sector, which was further enhanced in 2021. Overall, the Arts and Culture Resilience Package (ACRP) will provide SGD 75 million in additional funding to support arts organizations and self-employed persons. Further, the MCCY has successfully boosted private donations through the launch of the ‘stART Fund’ for smaller arts organizations. The MCCY is also seeking to top up the Cultural Matching Fund, which has already been drawn down by SGD 265 million.
Key Trends
Recovery in arts, entertainment and recreational activities to continue into 2022
During 2020, all activities in the arts, entertainment and recreational sector plummeted with the pandemic-induced travel restrictions and social distancing regulations. Cinema attendance during 2020 fell 74.3% YoY, while the number of participants in arts and recreational sports training programmes fell more than 50% YoY in each category. Further, in 2020, total performing arts activities declined significantly by 66.9% YoY, with ticketed attendance at performing arts events during the year decreasing by 90.9% YoY, denoting the devastating impact of the COVID-19 pandemic.
However, Singapore experienced a recovery in recreational activities in 2021, with strong participation in sports related activities. In 2021, total indoor sports bookings rose 40.7% YoY, while total swimming pool attendance rose by 9.1% YoY and gymnasium attendance grew by a marginal 0.7% YoY. However, all attendee numbers remained well below pre-COVID levels, indicating that further recovery is expected in the industry.
Singapore’s entertainment industry showed a recovery, recording 7.63 million attendees at its cinemas in 2021, representing an increase of 61.3% YoY. Further, all venues maintained under the NHB, which includes museums, national parks and other activities, experienced an uptick in visitations as COVID-19 travel restrictions eased throughout 2021, with notable developments in the number of visitors to the famous Gardens by the Bay, rising by 21.6% YoY. However, activity levels remained well below pre-COVID levels.
Digitalisation of arts and entertainment prioritized by Arts and Culture Digital Roadmap
In February 2022, the MCCY unveiled its Arts and Culture Digital Roadmap, which aims to establish a framework to support the adoption of digital solutions, improve operational productivity and provide a greater impact on sector expansion. The roadmap was developed through a survey on the digital capabilities of the sector. Further, it comprises a self-assessment checklist intended to gauge the level of digital readiness, an array of digital solutions for various phases of the creative process, and a list of funding schemes and other resources.
The MCCY’s digitalisation efforts are expected to be driven by the following broader trends existing in the industry:
Digital disruption can bring value to different stages of the creative process, ranging from creation to presentation of artworks.
The shift in consumption patterns would see digital technology enhance the experience of consumers and make appreciation of the arts and culture more accessible for audiences, as people are increasingly spending their leisure time on screen-based devices.
The internationalization of arts and culture enabled by digital technology enhances artists’ reach to overseas markets without significant costs.
The COVID-19 pandemic induced disruption andenabled the adoption of technology such as virtual performances and classes, which largely assisted in maintaining the sustainability of the industry.
Changes in demographic conditions in industrialized countries with an ageing population mean digitalisation can make the arts and culture more accessible to the elderly, who may not find it convenient to travel to a physical venue to appreciate the same.
The Roadmap provides a list of digital solutions relevant to participants’ organizations throughout the digitalisation journey that corresponds to three levels of complexity: Basic, Mid-Level and Advanced. Further, the Roadmap provides six different dimensions of both the creative process and other supporting functions for industry participants.
Key Statistics
• Total nominal value added by the Arts and Cultural Sector for the year ended December 2019 declined marginally by 0.2% YoY to SGD 1.8 billion. The Visual Arts segment constitutes a majority of the value addition, representing 34.8% of total nominal value added, followed by Film and Video (23.1%), Literary Arts (20.2%), Performing Arts (13.2%) and Cultural Heritage (8.6%).
• As of 2019, total operating receipts of the Arts and Cultural Sector amounted to SGD 6.9 billion, recording a 2.6% YoY decline. Around 53% of total receipts were generated by the Visual Arts segment, about 20% by Literary Arts, over 16% by Film and Video, nearly 9% by Performing Arts and almost 2% by the Cultural Heritage segment.
• As of end-2020, employment in the Arts and Cultural sector fell 7.5% YoY to 24,500 personnel, likely due to the negative effects of the COVID-19 pandemic.
