Singapore aviation industry remains a key contributor to the economy
The aviation industry remains a cornerstone of the Singaporean economy, with Singapore Changi Airport being ranked the ninth busiest airport and the eighth busiest air cargo hub in Asia in 2019. Further, The local aviation industry is Asia’s leading solutions provider for aircraft maintenance, repair and overhaul (MRO) needs, contributing 10.0% to global MRO requirements.
Singapore’s aviation industry is a major contributor to the country’s economy. In 2020, it contributed USD 29.9 billion (8.8% of GDP) in direct and in-direct value-add to the country's GDP. This included USD 16.3 billion (4.8% of GDP) directly from the industry, while USD 13.6 billion (4.0% of GDP) was through indirect contributions from the industry's supply chain.
Further, the aviation industry assisted in contributing USD 6.8 billion (2.0% of GDP) from aviation-induced activities and USD 21.8 billion (6.4% of GDP) from tourism catalytic activities to Singapore’s GDP in 2020. The aviation industry provides 612,000 employment opportunities, including 131,000 and 136,000 jobs available in direct and indirect aviation sectors, respectively.
The International Air Transportation Association (IATA) reported that in pre-COVID times, air transport connected Singapore to approximately 159 international destinations, as some 73 airlines operated out of Singapore. This was facilitated by the majority of airlines belonging to major airline alliances such as oneworld, Star Alliance and SkyTeam.
Strong execution of Air Transport Industry Transformation Map by key stakeholders to continue
In 2017, the Singaporean government unveiled the Air Transport Industry Transformation Map (ITM): a road map for the future of Singapore aviation, to support sector growth and competitiveness over the coming years, as well as to create better jobs and career opportunities for employees. The road map mainly focuses on four key avenues:
- Innovation, which covers pioneering novel solutions, partnering with research institutions and strengthening core capabilities.
- Productivity, which focuses on accelerating the use of technology, redesigning work processes and encouraging new ways of conducting business operations.
- Jobs and Skills, which aims to promote ease of entry to aviation services, expand education options for students, support professional growth and share productivity gains.
- Enterprise, which plans to develop new businesses together with other key stakeholders.
The Air Transport ITM aims to achieve real value-added growth of 16.0% from 2015 to 2020, while boosting productivity by 3.0%-4.0% per annum and creating more than 8,000 new employment opportunities in the sector by 2025. It was developed by the Air Transport Industry Tripartite Committee, comprising 16 key representatives from industry, unions and the Singapore government.
Key Trends
Robust COVID-19 action plan by Government to support the aviation sector
Due to the significant contribution to the economy and its affiliations to other key sectors in the Singaporean economy, the government proposed several facilities to shield and develop the aviation industry during the COVID-19 pandemic in the 2020 - 2022 period.
The main relief packages included the following:
- The Enhanced Training Support Package introduced in March 2020 aims to upskill employees of the air transport industry during the period of the downturn.
- The Enhanced Aviation Support Package in August 2020 provided SGD 187 million in continued cost relief through landing and parking rebates, and rent relief for airlines, ground handlers, cargo agents and airport partners.
- Additional support of SGD 84 million in December 2020, for aviation companies to manage their increased operating costs, employee retention and training, and investing in productivity to prepare for the recovery of air travel.
- The OneAviation Support Package of SGD 870 million in February 2021 enabled aviation companies to preserve core capabilities and withstand the crisis, and maintain Singapore’s position as an aviation hub post-COVID.
- In March 2022, the government introduced the OneAviation Resilience Package of SGD 500 million for the financial year 2022/2023 to expedite the recovery of the aviation industry as air travel picks up, support the key areas of employment, provide cost relief for health safeguard implementation and assist in workforce transformation.
Further, government-owned investment company Temasek (which is the largest shareholder of Singapore Airlines) participated in a SGD 8.2 billion share issue on a pro-rata basis, maintaining its percentage ownership. Convertible bonds were also issued during the period where Temasek invested in unsubscribed bonds in addition to its pro-rata allocation. Overall, its total investment in Singapore Airlines amounted to SGD 3.4 billion.
Post-COVID recovery to be slow, but investment in technology to continue
According to the Economic Survey of Singapore for 2021, conducted by the Ministry of Trade and Industry, growth in Singapore’s aviation- and tourism-related sectors including air transport and accommodation is expected to be slow, and remain below pre-COVID levels by the end of 2022. This is mainly due to the recurring COVID-19 outbreaks and potential virus mutations that are likely to delay the lifting of global travel restrictions, while travel demand is likely to take time to recover.
Prior to the pandemic, the Civil Aviation Authority of Singapore (CAAS) had announced plans to commence the construction of Terminal 5, to cater to the long-term growth of air travel, which has now been postponed by at least two years, in order to conduct a review on the impact of COVID-19 on air travel. The results are expected to provide detailed guidance on the capacity, design and timeline of the proposed terminal.
However, the Singapore aviation industry continues to invest in increasing its capacity and future-proofing its operations to be competitive and comply with its environmentally conscious mandate. In December 2020, Changi Airport collaborated with its stakeholders to certify and operationalise Runway 3, which will now be operational for civil aviation flights.
Further, the Civil Aviation Authority is actively investing in digitalisation and automation, to improve productivity in the air traffic management (ATM) of Singapore. These advanced ATM capabilities will ensure air navigation services in the Singapore flight information region at the highest levels of safety and efficiency.
Key Statistics
- As of the financial year ended March 2021, total passenger movement at Changi Airport plummeted by 82.7% YoY to 11.8 million, while commercial aircraft movements declined by 67.2% YoY to 125,000.
- However, the decrease in total air freight movement during the year ended March 2021 was 23.3% YoY at 1.54 million, which was lower than the declines in passenger and aircraft movement during the same period, likely due to substitution effects driven by the pandemic-induced logistical bottlenecks.
- Singapore’s main carrier Singapore Airlines’ revenue for the year ended 31 March 2021 decreased by a significant 76.1% YoY to SGD 3.8 billion, mainly due to the adverse effects of the COVID-19 pandemic.
- In terms of profitability, Singapore Airlines recorded a Group net loss of SGD 4.3 billion for the period (compared to a net loss of SGD 212 million during the 2019/2020 period).
