The telecommunications industry in Singapore is one of the best developed in the world, and plays a vital role in the economic growth of the country. As per SingStat, the Information and Communication sector contributed to 5% of Singapore’s GDP in 2020. The telecommunications sector is at the forefront of maintaining Singapore’s status as a tech and telecommunication hub, and supporting the country’s plans to digitize and become a smart nation.
The products and services offered by the sector could be mainly divided into consumer and enterprise segments, based on customer classification. The country has 4 leading telco operators (Singtel, StarHub, M1 and TPG) that own a majority of the market share and infrastructure, and several other successful players that operate using the network infrastructure of the main telco service providers. The market leader Singtel generates around 70% of its revenues from enterprise and 30% from the consumer segment in Singapore.
Strong competition and limited growth opportunities in the consumer segment
Fixed voice, broadband, pay-tv and mobile services are the key product offerings targeting the consumer segment of the market. Within the consumer segment, mobile services account for the highest share (around 40%) of telco revenues, followed by equipment sales, fixed broadband, pay-tv and voice services.
The consumer segment in Singapore is mostly at a mature stage with limited growth opportunities, where mobile subscription penetration is at 159% and wired broadband household penetration is at 92% as of September 2021, as per Infocomm Media Development Authority (IMDA) statistics. Demand for legacy voice services and linear pay-tv is declining, driven by consumers switching to online communication and streaming options.
Further, as severe competition among players leads to pricing pressure in the mature mobile and broadband services segment, most telecommunication service providers have introduced lifestyle-based new service packages such as online video streaming, music streaming, mobile wallet and online gaming, in order to complement core telco services and increase the revenue generated from subscribers.
Strong demand for ICT infrastructure and services driving growth in the enterprise segment
A high proportion of enterprise segment revenues comes from broadband, mobile, fixed voice, and other internet and network connectivity services. However, the share of revenue generated from ICT related services such as cloud computing and data centers, cyber security, data analytics and other digital solutions is also increasing, as telco operators are rapidly expanding this line of businesses.
The enterprise segment has been growing, driven by higher demand for digitization by enterprises. The impact of COVID-19, and the state’s vision of a digital-first Singapore, has accelerated the digital transformation plans of enterprises, boosting the growth of ICT related businesses of telco providers.
Key Trends
5G rollout to drive price growth and expand enterprise services
The rollout of 5G services started in Singapore during 2H2020 and 5G takeup by customers is still at a nascent stage. As per the Ministry of Trade & Industry, 5G coverage will be available for half of Singapore by the end of 2022, covering key areas, and will reach full nation-wide coverage by the end of 2025.
5G subscriptions offer a chance for telco providers to increase prices from present levels, especially in the consumer market segment where telcos are currently feeling extensive pricing pressure due to competition. Singtel and StarHub have both stated that they are able to charge 20% higher subscription rates for 5G packages, compared to 4G.
Further, 5G would also help telco players expand their enterprise product offerings and improve service quality. Singtel and the joint venture between Starhub and M1, which won 5G licenses in Singapore, are investing heavily in setting up the 5G infrastructure to expand their services.
COVID-19 pandemic led to mixed results in the short term; but appears to be long-term positive for B2B segment
The COVID-19 pandemic acted as a tailwind for B2B ICT and digitization services of telco providers, as enterprises accelerated their digital transformation plans. As per telco service providers, this has significantly increased the demand for data center, cloud computing, cyber security and data analytics services.
Telco providers are currently deploying capital expenditure to set up and expand the required infrastructure and data centers to make use of this growth opportunity. In addition, industry players like Singtel and StarHub are engaged in acquiring businesses and establishing partnerships to facilitate B2B ICT business growth.
As per Singtel, high-speed fiber package takeup and related equipment sales have increased due to the pandemic, as consumers look for more reliable remote work solutions and upgrade their packages. This has mainly led to a 4% increase in fixed broadband revenue for Singtel during the six month period from April to September 2021.
On the other hand, roaming and other prepaid telco services generally consumed by tourists and visitors took a hit due to reduced travel. In addition, mobile equipment sales were also affected by store closures and restrictions resulting from the pandemic, and due to chip shortages, which affected the supply of mobile communication devices. As travel resumes gradually and restrictions ease with higher vaccination rates, the negative impact of the pandemic is expected to reverse.
Telco players respond to key challenges in consumer market with innovative product offerings and cost-cutting measures
After the entry of several mobile virtual network operators (MVNOs) into the market since 2016, and the launch of services by the 4th mobile network operator TPG in 2020, competition has intensified in the mobile services sub-segment. This has led to price competition and a decline in average revenues of subscribers.
Telco companies are coping with this trend by using cost-cutting measures, and introducing innovative services and product bundles. The expansion of self-service options for customers is a key initiative taken by telco providers to reduce costs and improve productivity related to operations and customer service.
Historically, product bundling and promotions have been key strategies used to attract and retain customers. This trend is still continuing, and is further supported by innovative multi-product offerings such as streaming entertainment and cloud gaming.
Limited growth opportunities and competition in the market are driving telco companies to look for industry consolidation opportunities. The proposed acquisition of a 50% stake in MyRepublic’s Singapore broadband business by StarHub, and the joint venture between StarHub and M1 to bid for a 5G license, indicate the incentives for market consolidation and partnerships, to maintain profitability and competitive positions.
