Singapore travel industry reached record breaking numbers prior to pandemic
Singapore’s travel industry includes tourism, packaged holidays, hotel stays, private vacation rentals and cruises. Online travel agencies (OTAs) like Expedia and Opodo, in addition to tour operators such as TUI, are included in package holidays. Hotels.com, Booking.com and Airbnb are specialised providers of hotels and private accommodation. Singapore has over 1,000 registered tour agents providing services such as accommodation, air ticketing, ferry ticketing, sea cruises, tours, train ticketing, transfers, travel insurance, vehicle rental and visa services.
Singapore is also among the top destinations for cruises, and champions cruise development in the region. It serves as the lead coordinator of cruises in the ASEAN region, collaborating with regional peers to open up more ports and itineraries to boost the region's cruise offerings. Singapore had around 414 cruise calls with a passenger volume of about 2 million in 2019, before the pandemic.
Singapore’s tourism industry contributed around 4% to GDP in 2019 and was on a growth trajectory with GDP contribution expected to grow by approximately 1% YoY to 4.04% in 2020, before COVID-19 hit the industry. Singapore was ranked as the fifth top destination for travel in 2019, the year that tourist arrivals peaked to an all-time high of close to 19 million.
Prior to the pandemic, Singapore had around 260 registered hotels in 2019 with an average occupancy rate of 87% and average room rate of SGD 221. Some 78% of Singapore’s tourists arrived by air transport, while sea and land transport accounted for around 12% and 11% of tourists respectively in 2019.
Year 2019 turned out to be record-breaking in terms of tourism spend as well, with a total spend of around SGD 28 billion. Close to 29% of receipts accounted for other spends while sightseeing, entertainment and gaming was the largest specified category, accounting for approximately 22% (SGD 6 billion) of tourism receipts, and nearly 20% of total tourism receipts were spent on accommodation and shopping in 2019.

Negative impact of COVID-19 results in decline in tourist arrivals, tourism receipts and hotel occupancy
Tourist arrivals were on an upward trajectory until April 2020, when Singapore announced a 14-day quarantine requirement for passengers from all destinations. Tourist arrivals declined by around 86% YoY, from 19 million in 2019 to about 3 million in 2020. This also impacted tourism receipts, which declined by 83% YoY, from SGD 28 billion to SGD 5 billion. However, the average length of stay increased 28% YoY in 2020, due to the quarantine period imposed for tourists.
As a result of the drop in tourist arrivals, hotel occupancy rates suffered a decline of 30 percentage points, falling from 87% in 2019 to 57% in 2020. The average room rate per night also dropped 30% YoY, from SGD 221 in 2019 to SGD 156 in 2020. The trend continued in 2021 as well, where the average occupancy further decreased by 2 percentage points to 56%, while room rates improved slightly by 3% YoY, to SGD 158 per night in 2021.
The hotel industry’s revenue suffered a decline of 77%, from SGD 4 billion in 2019 to less than SGD 1 billion in 2021, as a result of which the number of registered hotels also declined from 262 in 2019 to 247 in 2021 (implying a 6% fall). The continued pressure on the industry has prompted players like STA Travel, a famous tour agent popular among students, and a theme park in Sentosa to close down in 2021.
Government focus on local tourism has helped industry bounce back
Tourist arrivals are already seeing an uptick since November 2021, with arrivals in the first two months of 2022 more than doubling from the same period in 2021, as a result of Singapore’s Vaccinated Travel Lane (VTL) scheme and easing of travel restrictions.
Singapore’s ‘cruises to nowhere’ program amidst the crisis surrounding the cruise industry has created a new opportunity. Singapore accounted for a third of the world’s cruises in 2021, as the country offered cruises to local residents, who have been unable to leave the country. Operated at a lower capacity, with stringent health protocols, the cruises offer ‘round trips’ on luxury liners and have no port of call, lasting only a few days.
The Singaporean government also launched an SGD 45 million SingapoRediscovers campaign in July 2020 to promote inbound tourism, with the SingapoRediscovers Vouchers announced for Singaporeans aged 18 and above in December 2020. The SGD 100 digital vouchers can be spent on local tours, staycations and tickets to leisure attractions.
As of December 2021, around 2 million Sngaporeans had used this voucher at least once, resulting in transactions of close to SGD 180 million voucher transactions, in addition to about SGD 120 million in out-of-pocket payments for voucher related bookings, creating a total spend of approximately SGD 300 million for the travel industry. As a result, the local tours industry recorded strong month-on-month growth with around 320,000 local participants in 2021.
The Singapore Tourism Board (STB) launched the Tour Experience Innovation Lab (TEIL) to encourage new and innovative tour products. STB launched the Performing Arts Tours Pilot Grant, with five new tours under this program, encouraging tour operators and arts practitioners to develop innovative performing arts tours. It partnered with Sentosa Development Corporation (SDC) to develop SentoSights, a series of sustainability- and heritage-themed tours focusing on heritage, sustainability, marine conservation and biodiversity under TEIL.
STB signed an agreement with its locally headquartered OTA Agoda, in March 2022, to jointly promote inbound tourism from Southeast Asia into Singapore. The partnership utilises Agoda’s technology and travel expertise in targeting local tourists for its marketing campaign.
Adoption of sustainable practices has placed Singapore among top sustainable tourist destinations
STB became a member of the Global Sustainable Tourism Council (GSTC) in 2021, in addition to developing a destination sustainability strategy and roadmap for the tourism sector, in line with the Singapore Green Plan 2030. The Singapore Hotel Association (SHA) and STB recently announced the launch of the Hotel Sustainability Roadmap in March 2022, outlining clear targets and strategies for hotels to adopt.
Hotels have already started adopting sustainability targets within their operations, whereby hotels like JW Marriott Hotel Singapore South Beach and Parkroyal Collection Pickering have included sustainability considerations in their infrastructure designs and construction. Others such as Grand Hyatt Singapore, Fairmont Singapore and Swissotel have adopted efficient water usage systems and implemented methods to reduce waste and carbon emissions, thereby minimising environmental footprint.
In addition, Singapore’s Sentosa Island received the Green Destinations Top 100 Stories award, focused on sustainable destinations in 2021. Sentosa aims to become a sustainability certified destination GSTC-D by 2022 and launched the Sentosa Carbon Neutral Network in 2021, Singapore’s first business alliance committed to carbon neutrality by 2030.
