Overview

Solid waste management production increases; incineration plants developed to aid with waste management

Solid and hazardous waste management systems in Singapore are managed by the National Environment Agency (NEA). This includes introducing and implementing licensing and regulatory functions to efficiently manage waste collection and disposal.

Singapore’s waste disposal system consists of four waste-to-energy plants as well as the Semakau Landfill to aid with waste disposal. The Semakau Landfill covers an area of 350 hectares and was constructed in April 1999. Being the only landfill available in Singapore, it receives an average of 2,098 tonnes of incinerated and non-incinerated waste daily.

Solid waste management in Singapore is initiated in homes and businesses, and has resulted in a large rise in waste production. In 1970, solid waste disposal collection amounted to 1,260 tonnes a day but as of 2021, this amount had risen drastically to 8,741 tonnes a day.

All waste that is not segregated is collected by waste management teams and delivered to waste-to-energy plants located around the city, for the process of incineration. This process has aided with the reduction of solid waste by 90% and the collected energy received via the incineration process is utilised to generate electricity. Remaining ash collected after the incineration process is then sent to the Semakau Landfill for disposal.

Long-term environmental sustainability plan proposed; integrated waste management facility being developed to assist with future waste management requirements

In order to aid with meeting future waste management needs, NEA is proposing a state-of-the-art flagship facilitation with the integration of innovative solutions to address resource and energy recovery from the production of solid waste. The waste streams to be involved in the Integrated Waste Management Facility (IWMF) will process:

• 800 tonnes of dewatered sludge daily from the Tuas Water Reclamation Plant (TWRP).
• The collection of 250 tonnes daily of household recyclables under the National Recycling Programme.
• Daily collection of incinerable waste of 5,800 tonnes.
• Collection of 400 tonnes of source-segregated food waste daily.

Tuas Nexus, a joint venture between the IWMF, NEA and PUB - Singapore’s National Water Agency, is said to be located at the Tuas View Basin Site and will implement a water-energy waste nexus.

Key Trends

Lower waste generation and recycling due to impact of COVID-19; implementation of guidelines to aid waste management personnel

With the restrictions implemented due to the COVID-19 pandemic, service buyers and providers, and waste management personnel were plunged into difficulty. NEA issued a tripartite advisory in order to address the issues being faced within the sector. Stakeholders were urged by tripartite partners to comply with waste management requirements, and oversee the need for voluntary renegotiations of contracts and payments needed for variations in waste management procedures.

An effort to aid workers within the sector was put forth, where tripartite partners urged the recognition and remuneration of personnel partaking in waste management requirements in order to maintain sustainability during the pandemic. Strict guidelines were provided with implementing workplace safety and health, which included the provision of sufficient rest to minimise fatigue-related accidents. Employees in the waste management field were also required to use protective equipment and cleaning agents.

Waste management sector aids Singapore’s Zero Waste Masterplan; waste generation and recycling increase greatly post-pandemic

By 2021, Singapore’s business and social activity increased, and this led to a 10% increase in waste disposal along with waste recycling increasing by 26%. Fewer construction projects and a decrease in export market demand for recyclable products resulted in lower waste recycling levels compared to pre-COVID levels. Materials such as wood, non-ferrous metals, and waste from construction and demolition were drastically less in collections, whereas paper and cardboard waste increased significantly.

Plastic waste recycling rates increased by 4% in 2020 and a further 6% in 2021, which resulted in a total increase of 60% as more plastic waste was processed locally and exported. In 2019, the recycling of plastic and food waste increased, which continued to show an improvement in overall recycling rates, increasing from 52% in 2020 to 55% in 2021. As Singapore is working towards attaining the title of Zero Waste Nation, the implementation of several initiatives to aid with waste collection has been observed. A few of these were:

• Access to disposable carrier bags at local supermarkets.
• Introduction of beverage container return schemes at outlets to support and inculcate plastic recycling habits.
• Implementation of companies undergoing Mandatory Packaging Reporting (MPR) as a means to encourage sustainable packaging waste management practices.
• Encouragement in reducing food waste and implementing waste segregation within companies.

The overall increase in waste generation has created an urgency to shift towards a circular economy as Singapore complies with its Singapore Green Plan 2030. The country’s goal is to achieve a 70% increase in recycling of waste materials and record a decrease in waste collection at the Semakau Landfill by 20% per capita per day by 2026. NEA has proposed an increased level of engagement with consumers and businesses in order to achieve such goals by working closely with the people, public and private sector.

Progressive Wage Model introduced; opportunities to benefit waste management workers provided

In January 2022, the Tripartite Cluster for Waste Management (TCWM) submitted a series of recommendations to the government as a means to improve the sector and those working within it. Some of these recommendations included:

• Implementation of mandatory Workforce Skills Qualifications (WSQ) in order to obtain work within the sector - training requirements to aid with the development of knowledge and skills among waste management workers. Entry-level workers would be required to obtain two WSQ training qualifications and an increased number of module requirements for higher level jobs.


• Proposals to increase wages for waste management posts - the proposed wage increase is to be from SGD 2,210 in 2023 to SGD 3,260 by 2028. This would mean an increase in wages over a period of 6 years by 48%. The reason for this is to enable a meaningful and sustainable wage increase for lower-wage workers within the sector by the Tripartite Workgroup on Lower-Wage Workers.


• A proposal for career pathways for individuals within the waste collection and material recovery sub-sectors - this initiative issued by the TCWM will enable higher job responsibilities and widen career pathways within the waste management industry.


• Implementation of a mandatory annual Progressive Wage Model bonus - an annual bonus was recommended by the TCWM from January 2024, which would allow employees to seek better opportunities within the waste management sector. The incentive aims to attract a wider range of waste management workers and assist companies with productivity rates.

The government has accepted the proposals and recommendations submitted by the TCWM and is gearing up to begin implementation from 2023 onwards.

• As of 2021, the generation of solid waste increased to 6.94 million tonnes. This was 18% greater than the waste generated in 2020, which was 5.88 million tonnes.
• As of 2022, Singapore’s waste management industry is a part of its environmental services sector that contains 2,100 companies and 80,000 workers within it.
