Post the closure of its last automotive factory in 2006, Singapore’s automotive industry predominantly relies on imports

Despite the proximity to Asia’s top automotive manufacturing nations, Singapore does not have any automotive manufacturing facilities in the country. Its regional peers - China, Korea and Japan - together account for around 51% of the global automotive manufacturing market share, overtaking US and European car manufacturers in 2021.

However, Singapore has been predominantly importing vehicles after the closure of its last automotive manufacturer, Ford Motor Company’s factory, in 2006. The value of Singapore’s car imports in 2020 was USD 21 billion, accounting for less than 1% of the country’s total imports during the year.

Singapore’s car population minimal, due to strict government policy and promotion of public transport

Singapore’s car population is small, with around 674,000 passenger cars in 2021, compared to its 5 million population. The country’s car ownership rate was around 11% in 2019, compared to other developed nations such as the US (80%) and Europe (50%). The lower car ownership rate is a result of Singapore’s policy to reduce car ownership and increase public transport options.

The Singaporean government aims to control its car population in order to reduce traffic congestion within its small land area, where roads already accounted for around 12% of total land area in 2019; this compares against the 14% land area for housing in 2019. Singapore has an efficient public transportation system and encourages the usage of public transportation, compared to private vehicle ownership. As a result, a new car, on average, could cost around USD 99,000 in Singapore, compared to USD 24,000 in the UK and the US.

Singapore sees uptick in vehicle sales, as a result of growth in ride-hailing companies in the country

The total number of vehicles in Singapore remained nearly stagnant during the pandemic, growing by 1% YoY to 636,000 units in 2020, from 632,000 units in 2019. The growth rate of car unit sales returned to the pre-pandemic level of 2% YoY in 2021, totalling 647,000 units. However, the value of Singapore’s car imports declined by 44% YoY to USD 1 billion in 2020, from USD 2 billion in 2019.

Singapore’s steady growth in the number of vehicles can be mainly attributed to growth in the private hire cars (cabs) industry. Singapore had around 71,000 private hire cars, both self-drive and chauffeured, as a result of the growing ride-hailing market in Singapore. Currently, Singapore’s ride-hailing market is dominated by Grab (after taking over Uber’s Southeast Asia business in 2018) and Indonesia’s Gojek.

Electronic Vehicle (EV) industry an emerging game changer for Singapore’s automotive manufacturing industry

Singapore holds huge potential to become a key market for EV manufacturers for a number of reasons. It is among the top global producers of semiconductors, and hosts centres for excellence and innovation with industry 4.0 capabilities in the semiconductor industry, a key component of EV manufacturing.

Singapore’s proximity and close ties with the world’s largest EV battery manufacturers, in addition to the country’s prominence as a logistics hub, provides easy access for EV companies to secure battery and other components from Singapore’s neighbouring countries. This is further supported by Singapore's business ecosystem, with accommodative policies that present an attractive destination for EV manufacturing, avoiding trade tariffs from China.

Korean car manufacturer Hyundai Motor Company entered Singapore in 2020 with plans to build a SGD 400 million factory plant. The Hyundai Motor Group Innovation Center in Singapore (HMGICS) is expected to be completed in 2022 and will have a production capacity of around 30,000 EVs per annum by 2025.

The factory will be located at Singapore’s Jurong Innovation District, and will utilise industry 4.0 smart capabilities including artificial intelligence (AI), the Internet of Things (IoT), and robotics with highly automated logistics and assembly lines. Hyundai announced that the HMGICS will also be exploring new business concepts, such as battery-as-a-service (BaaS), tapping into the EV customer experience markets.

This comes after the British home appliance company Dyson announced plans to enter the EV manufacturing market with an SGD 3 billion investment in Singapore in 2017, slated to launch by 2020. However, the company announced it was abandoning the project, stating that it is no longer viable.

On the demand side, Singaporeans are among the fastest adopters of EVs, where around five in ten (55%) consumers planned to buy an EV as their next car in 2021, compared to the 41% global average (four in ten). The government has outlined its EV adoption policy in the Singapore Green Plan 2030 (SGP30), in addition to its EV Roadmap, with a target of 60,000 EV charging points by 2030 to ramp up EV adoption. Furthermore, the government is also in the process of progressively deploying electric buses to its public transportation fleet.
