Overview

Building segment dominates industry; supported by public sector and government

The building and infrastructure sector in Singapore, which covers the real estate and built environment sector, contributes to 12.1% of Singapore’s total employment, as per statistics from 2018. Urban population growth has put pressure on the industry, with substantial demand for schools, housing and work spaces.

The need for more efficient and high-tech construction methods is being called upon as a means to cater to the increasing population and demand. Singapore’s building segment consists of residential, commercial, industrial and institutional, and other subcategories. The industry can also be divided into the private and public sector, where the latter is the major segment, accounting for 58% of contracts awarded in 2020.

In 2020, the Building and Construction Authority (BCA) announced a USD 1.36 billion Construction Support Package to aid the industry when it was impacted by movement restrictions during the pandemic. The majority of COVID-19 cases in Singapore have been migrant workers living in dormitories, which prompted the industry to adhere to strict social distancing protocols amidst labour shortages.

Key Trends

Industry constrained due to pandemic; however, growth in demand led by public sector

Following the spike in numbers during the COVID-19 pandemic, the government implemented a circuit breaker - a two-month period of lockdown. This resulted in the suspension of all work in the building industry, mainly all non-essential construction work.

Private sector building contracts were severely impacted in the two years from 2019 to 2021, declining by 39%, from SGD 15 billion in 2019 to SGD 9 billion in 2020, and were estimated to reach up to SGD 10 billion by October 2021. The number of private sector properties in the pipeline has also declined by 11%, from 57,000 units in 2018 to 51,000 units in 2020, owing to the pandemic. BCA anticipates a recovery with growth in the private sector, expected to reach between SGD 11 billion and SGD 14 billion per year from 2023 to 2026, backed by improving investor sentiment.

Worksites within the industry still required essential services such as security, maintaining safety on halted building projects and environmental control. This led to BCA working closely to comply with COVID-19 regulations and coordinate smaller projects that were of higher importance due to them being connected to assisting with the pandemic. One of these projects was the construction of isolation centres, where a controlled number of on-site workers were given permission by the government to carry out their work.

Acceleration of Construction Industry Transformation Map (ITM) to address new challenges

The new challenges propelled by the pandemic have increased the need for the shift to Building Information Modelling (BIM), to handle materials and manpower more efficiently. Therefore, the government is actively adopting Integrated Digital Delivery (IDD), by integrating processes and stakeholders across the construction value chain via advanced info-communications technology (ICT) and smart technologies.

The incorporation of shared platforms, utilization of tools such as RFID tagging and data analytics are a few basic steps to enabling IDD-driven solutions for project processes. By 2025, the ITM is targeting a workforce of 80,000 personnel trained in IDD, green building capabilities, and Design for Manufacturing and Assembly (DfMA).

In the hopes of developing the built environment industry that consists of security, environmental services, real estate and landscape sectors, the government is integrating facilities management and maintainability within the building design stages. This would enable a more efficient, sustainable city that could impact climate change in a positive manner.

Crisis building up as manpower and materials shortage continues

Despite support from the government, the building and construction industry is expecting a crisis from the gradual buildup of a pipeline of uncompleted projects. The resumption of strict border restrictions imposed to control the Omicron spread, in addition to the global supply chain crisis, means that construction companies are unable to meet project deadlines, despite steady demand growth. The cost overruns, although currently supported by the government, are expected to impose pressure on the industry towards a cash flow crisis.

Tighter border rules have resulted in manpower shortages, which has led to competition between companies in order to poach workers with the promise of higher wages. As a result, salaries for skilled workers increased from 10% pre-pandemic to 50% post-pandemic.

Rising material prices, including those of steel (which increased by 36% from December 2020 to June 2021) and cement (which increased by 6% over the same period), have exerted pressure on the industry, in addition to securing the construction workforce. Other material cost increases were noted for steel rebar (increasing by 54%), aluminium (up by 59%) and copper (81% higher).

Singapore's building material procurement is mainly through imports that are delivered through shipments. The disruptions brought forth due to the pandemic led to a shortage of ships and containers, and thus an increase in freight rates due to it. However, the government expects a gradual recovery in the human resource supply once movement restrictions are eased after its vaccination programme.

Growing adoption of sustainable building projects supported by Singapore’s Green Building Masterplan

The Green Building Masterplan started with the launch of the BCA Green Mark scheme in 2005, followed by the Masterplan rollout. Currently, the plan has a target of at least 80% of buildings (by floor area) in Singapore being green by 2030.

According to BCA, around 44% of buildings had become green as of March 2021 and 50 buildings had been awarded the Green Mark for Super Low Energy (GM SLE) certification (for entities that surpass the existing sustainability standards) as of September 2021. According to BCA, the industry interest in adopting sustainable buildings has increased, where over 100 construction firms are involved in GM SLE projects, and the number of firms adopting these projects has tripled since 2019.

A study by BCA in 2016 indicated that Green Mark buildings were able to generate a positive net present value throughout their lifecycle, with the cost savings outweighing the related cost of investment. This was further evidenced by Keppel Bay Tower’s green initiative, which is expected to achieve SGD 400,000 in annual cost savings.

  • Of the building industry’s subsegments, residential construction accounted for 35% of contracts awarded in the building industry, followed by industrial construction (30%) and institutional construction (24%), with commercial construction accounting for 10% in 2020.
  • The building industry accounted for 62% of contracts awarded in the public construction sector, whereas the industry accounted for 91% of contracts awarded under the private construction sector in 2020.
  • In terms of progress payments certified, the building industry accounted for 73% of payments, of which the industrial sub-sector received the largest portion of payments (38%) in 2020.

The private sector building industry received the largest payments, accounting for 45% of total progress payments certified, while the public sector building industry received 28% of total progress payments certified in 2020.

  • The number of flats constructed by Singapore’s Housing and Development Board has been on the decline since the beginning of the pandemic, recording a 30% and 40% decline in 2019 and 2020 respectively.

The percentage of the population living in public flats was 80% in 2020.

  • Post-pandemic, over 5,400 projects had restarted work, as of March 2021.
