Lodging, F&B and leisure activities key pillars of the hospitality industry
A well-established hospitality industry is one of the critical success factors that has helped Singapore transform itself into a major business and travel hub of Asia. As per SingStat and Singapore Tourism Board (STB) statistics, the hospitality industry’s contribution to the country’s GDP - resulting from accommodation, food and beverage (F&B) services, and tourist receipts from sightseeing, entertainment and gaming - was at 3% as of 2019. However, due to the adverse impact of COVID-19, this fell to 2% in 2020.
Accommodation, F&B and leisure activities are the main revenue sources of Singapore’s hospitality industry. In terms of lodging services, hotels play a vital role within the industry. As per survey results from Horwath HTL, 63% of the hotel income in Singapore was generated through room revenues and 31% from F&B in 2018. The percentage share of revenue derived from rooms was much higher for low-end hotels (78%) and lower for high-end luxury hotels (55%). Prior to the pandemic, in 2019, the standard average occupancy rate of Singapore hotels was at 87%, which was the highest since 2007.
As per the statistics from STB, total tourism receipts related to the hospitality industry (accommodation, F&B, sightseeing, entertainment and gaming) totalled SGD 14 billion in 2019, which fell 83% YoY to SGD 2 billion in 2020. Around 43% of total tourism receipts related to the hospitality industry were derived from sightseeing, entertainment and gaming services, 39% from accommodation and 18% from F&B during 2019.
Hospitality industry highly dependent on international travellers to Singapore
Singapore’s hospitality industry is highly dependent on leisure and business travellers to the country, as domestic demand is relatively small. As per IDeaS Advisory Services research, prior to COVID-19, domestic demand only accounted for less than 10% of total hotel revenue in the country. Domestic demand is mainly derived from staycations during weekends and holidays, personal events like weddings and parties, and business events and meetings.
STB statistics show that Singapore welcomed 19 million international visitors to the country in 2019, of which around 58% were leisure-driven, and around 13% were for general business and Meetings, Incentives, Conferencing, Exhibitions (MICE) purposes. As per STB, around 53% of the overall visitors to the country stayed at hotels and another 31% lodged at other forms of paid accommodations during 2019. In 2021, due to the pandemic situation, visitors to Singapore were down to just 330,000, which led to a significant loss of business for the hospitality industry.
Singapore is one of the top MICE destinations across the globe and hosts various world-class events, which attract business travellers to the country. As per Singapore Tourism Analytics Network (STAN), Singapore hosted 682 STB-supported MICE events in 2019, a steady increase from the 525 events recorded in 2017. However, the number of these events fell to just 62 in 2021, due to the impact of COVID-19.
Key Trends
Pandemic casts strong negative impact; however, government initiatives helped industry stay afloat
Singapore’s hospitality industry was severely affected by the pandemic, due to restrictions related to COVID-19, and the industry’s dependency on international visitors and MICE events, which were impacted by the pandemic. As per STB statistics, total room revenues of Singapore hotels fell to SGD 980 million in 2021, from around SGD 4 billion recorded in 2019. The standard average occupancy rate was down to 57% in 2020 and 56% in 2021, from 87% in 2019. The standard average room rate (ARR) fell from SGD 221 in 2019, to SGD 154 in 2020, and marginally increased to SGD 158 in 2021.
STB data shows that tourism receipts related to F&B were down 82% YoY to SGD 454 million in 2020, from SGD 2,497 million in 2019, while sightseeing, entertainment & gaming related receipts decreased 84% YoY to SGD 951 million in 2020, from SGD 5,997 million in 2019.
As per comments from hospitality industry players, demand during 2020 and 2021 was largely from government business for quarantine purposes, domestic demand for staycations mainly during weekends and holidays, and long-stay corporate customers.
Budgetary initiatives from the government aimed at supporting industries affected by COVID-19 included temporary cash-flow relief, suspension of contractual obligations for an initial period of six months, job support schemes, property tax rebates and waived-off license fees for hotels. The STB launched the SingapoRediscovers Vouchers program for citizens, worth SGD 320 million, to stimulate domestic demand for hotel stays, tours and attractions. Though none of these initiatives were sufficient to make up for the lost revenues from international visitors, they helped the hospitality industry to cope with the adverse impact of COVID-19.
Full recovery remains distant, despite initiatives to revive hospitality industry
Singapore launched its Vaccinated Travel Lane (VTL) program for international visitors in November 2021, which allows vaccinated travellers from selected countries to enter Singapore without quarantine or stay-home notice. This is one of the significant steps taken by Singapore to reopen its borders. As of January 2022, 24 countries are actively part of this VTL program.
Though the number of visitors improved from November 2021 onwards, the country is yet to see the full benefit of this program, as new ticket sales for VTL flights were suspended for nearly a month between December 2021 and January 2022, and the number of arrivals to Singapore was limited to 5,000 per day in January 2022, due to fears over spreading of the Omicron variant.
Singapore is also continuing to add new hospitality infrastructure to lure visitors. For example, the Museum of Ice Cream and SkyHelix Sentosa were opened in 2021. Further, Marina Bay Sands and Resorts World Sentosa are working on a major expansion project, worth SGD 9 billion, to add new attractions in the future.
As per research from Coldwell Banker Richard Ellis (CBRE), the hotel room pipeline in Singapore is expected to grow at a CAGR of 2% between 2021 and 2025, which is lower than the 4% CAGR recorded between 2014 and 2019. The research further shows that 90% of new supply in 2022 would result from upper-midscale and luxury segment projects. Comments from hotel industry players confirm that the return on new investments in the boutique hotel segment is less attractive, due to higher real estate prices and wage inflation.
Singapore’s hospitality industry is facing strong competition from neighbouring countries like Indonesia, Vietnam and Thailand. Though competing nations offer many diverse holiday experiences, Singapore's strong hospitality infrastructure and business friendliness are supporting the country to sustain its competitive position.
