Information Technology sector the sixth largest contributor to Singapore’s economy
The Information & Communication Technology (ICT) sector in Singapore is a notable contributor to its economy, accounting for 5.1% of GDP in 2020 - the sixth largest contributor to the economy. The sector includes over 16,600 establishments, with the Computer Programming & Consultancy sector accounting for ~69% of the total establishments in the industry.
However, the largest revenue generator for the industry is the Information Services sub-sector, accounting for ~48% of sector operating receipts. Information Services is also the fastest growing sub-sector in the industry.
Considered the tech hub of Asia, sector operators include some of the top global names such as Alibaba, Oracle, Google, Amazon Web Services and Microsoft, who have established their operations in Singapore.
The country is also one of the most highly connected in the region with wireless broadband penetration at ~173% and mobile penetration at ~148% as of December 2020. The country also had ~98% smartphone penetration as of 2021 - again, the highest in the region.
Government focused on digitizing the nation
The IT industry is a facilitator for virtually every other sector in the economy, and is monitored by the Infocomm Media Development Authority (IMDA). As with most industries in Singapore, standards play a vital role in the ICT sector, aiding the progression of the development and enactment of new technology. The IMDA collaborates with both national and international standards organisations and industry partners to build infocomm standards.
The ICT sector is heavily incorporated into both the government and private sector, with the government taking the view that ICT investments are a source of economic and social development. Therefore, the Secretariat to the IT Standards Committee (ITSC) has been enacted to combine an impartial and open space for both government and industrial bodies to discuss and agree on technical standards.
Further, ~94% of government services are digitised end-to-end as Singapore aspires to be a ‘Smart Nation.’ Its notion of a Smart Nation involves creating transformation through a digital government, digital economy and digital society, with the aim of building a coherent system of work, live and play.
Key Trends
Sector sees strong growth during COVID-19 as pandemic pushes companies into further digitization
While an already digitized nation, the pandemic helped push the country into further adoption of technology. A survey carried out by IBM indicates that the Covid-19 pandemic has accelerated the growth in digital transformation among 59% of the organisations surveyed, while 66% of them noted that they have been able to complete initiatives that previously encountered resistance.
The government took the opportunity to push its digitization efforts in 2020 amidst the pandemic by setting aside SGD 500 million, to assist both Singaporeans and local businesses to manage the crisis through digital transformation. These efforts saw businesses, in particular SMEs, adopt technology to counter the impact of the pandemic by switching to online platforms, digital payments and so on. In addition, Fintech companies are offered digitisation grants, and can be paired with banks and asset managers to help them digitize.
The results were evident, with the sector growing at 10.4% YoY during the second and third quarter of 2021, led by the IT and Information Services segment, which benefited from robust demand for enterprise IT solutions.
Increased investments in AI, cloud-based services, cyber security and analytics
In 2019, Singapore formulated an active plan known as the ‘National AI Strategy’ to develop its economy and the livelihood of its citizens using Artificial Intelligence (AI). Meanwhile, there is exploration into new areas of innovation such as cloud computing, quantum computing and data analytics. The opportunity for further ICT investment has also expanded with the Integrated Health Information Systems (IHiS) investing in building healthcare systems, a National Electronic Health Record (NEHR), a smart Clinic Management System and mobile applications.
With the onset of the pandemic, the government has committed to continue investing in the sector. it allocated SGD 3.5 billion in 2020 for ICT procurement, an increase of 30% YoY. A major portion of this investment is expected to be disbursed towards sensor technologies, AI, cloud-based ICT systems, digital services and data analytics.
In addition, the Singapore Finance Minister announced in February 2020 that SGD 1 billion will be allocated over the next three years to enhance the Government’s prospects for cyber and data security, as adoption of cloud computing, IoT and AI increases.
Industry-wide digitization to drive sector growth in a post-COVID world
With the investments made in the sector during 2020 and 2021, the government expects to see accelerated digitization across all industries in the country, with a particular focus on science and technology, healthcare, electronic payments and digital banking.
In addition, the Ministry of Communications and Information plans to further improve its communication infrastructure with the development of the 5G network. In June 2020, the government awarded two 5G licences to Singtel and to a Joint-Venture Consortium (a JV between StarHub and M1). These two companies are expected to begin deploying 5G services by 2021 and complete nationwide deployment by 2025.
The Digital Government Blueprint also drives the Singapore government to collaborate with ICT providers in order to develop innovative services and solutions to achieve its ‘Smart Nation’ vision.
