The maritime industry of Singapore is a key growth engine of the economy and contributes to 7% (last reported figure in 2017) of its GDP. The port of Singapore was established in as early as the 1800s and is a continuous boon to its economy, with over 600 connections in 120 countries. Having built a strong reputation in the industry, Singapore boasts of being an international maritime center (IMC) where ships assemble and function as a service hub for trading, shipping and logistics.
The port of Singapore ranks as the second busiest in the world due to its strategic geographical location on the Strait of Malacca and its competent decision to be a pioneer in building the first container port in Southeast Asia. In 2020, it was recognized as the leading bunkering port and maintained its leading position in 2021 as well, recording bunker sales volumes of 50.04 million tonnes.
Heavily regulated industry given position as international maritime center
Singapore's port and maritime development falls under the responsibility of the Maritime and Port Authority (MPA) of Singapore. The MPA serves multiple functions, and handles the role of being the Port Authority, Port Planner, Port Regulator, an advocate of the International Maritime Centre (IMC), as well as serves as a National Maritime Representative.
The Port Operations Control Centre of the MPA monitors vessels transiting the Singapore Strait, through a sophisticated Vessel Traffic Information System (VTIS), which has the capacity of administrating approximately 10,000 tracks at a given point. Further, a blueprint known as the Sea Transport Industry Transformation Map (ITM) has been created by the MPA with the collaboration of industry experts and the labor movement. The plan intends to expand the industry by SGD 4.5 billion and will create over 5,000 jobs by 2025.

‘Resilience’, ‘Decarbonization’, ‘Digitalization’ and ‘Talent’ key areas of focus to transform Singapore maritime sector
Decarbonization initiatives in the industry are underway through the NextGEN project. ‘GEN’ represents ‘green and efficient navigation’. This project is a collaboration between the International Maritime Organization (IMO) and the Government of Singapore to promote data sharing on diverse decarbonization methods towards the global shipping community and its value chain.
It aspires to achieve this by summoning both stakeholders of the international maritime industry and its value chain, who share a common interest in reducing greenhouse gases and confronting climate change. This enables the opportunity to identify scope for collaboration and any underlying gaps in the industry towards a sustainable future.
Building resilience in the global supply chain is another initiative taken towards the advancement of the maritime industry. For instance, the shipment of goods can be facilitated by teaming up with relevant stakeholders to build a lean and efficient system at the port by employing methods such as e-bills of lading, just-in-time services and e-bunkering. However, this will require unrestricted data exchange and congruence to exist between the regulatory systems and the supply chain.
Further, digitalization and innovation in SMEs is being encouraged by the MPA through the development of a maritime digitalization playbook to enhance productivity and grasp growth opportunities. Adopting technology such as IoT, AI, 5G, additive manufacturing and remote operations helps enhance the competitive edge of the industry, and enables it to achieve the status of being a renowned marine-tech hub.
Moreover, talent is being encouraged through the creation of educational opportunities. The MPA together with Workforce Singapore (WSG) have created a Career Conversion Program for 300 maritime workers, to strengthen digital and technical skills. The program hopes to fill gaps in cross-disciplinary skills in areas such as automation, data analytics and robotics that may occur as the sector undergoes transformation. Likewise in 2020, a memorandum of understanding (MOU) was signed between the MPA and China’s Shanghai Maritime University (SMU), supporting talent and academic exchange between the two countries in the maritime sector.
Tuas mega port expansion to be completed in 2040 set to be world’s largest fully-automated container terminal
The Tuas Port will have the capacity to handle approximately 65 million Twenty Foot Equivalent Units (TEUs) per annum, which will be 10 million more than the combined current maximum. The port operations of the existing terminals will be consolidated to the new location when their leases expire by 2027. The benefit of the Tuas Port will be the single consolidated area for all the container operations, which will in turn reduce inter-terminal haulage activities and reduce green-house gas emissions.
Maritime sector portrayed resilience in 2020 despite economy contracting by 5.8%; investments continue
The industry showed a sharp decline as the pandemic hit in early-2020. However the second half of the year witnessed a recovery in sea trade volumes. Further, the MPA reported that Singapore recorded marine fuel sales amounting to 49.8 million metric tonnes, which was a 5% YoY increase. The nation also secured its position as the world's largest bunkering port in 2020 despite the pandemic, demonstrating its resilience amidst difficult economic conditions.
The SSA played a significant role in stimulating the industry during the global pandemic by taking initiatives to increase resilience. Two key initiatives introduced were SG-STAR Fund, which offered practical solutions towards the mitigation of the crew change crisis, and a vaccination program of non-resident sea crew called SeaVax.
Singapore intends to make continued long-term investments towards the transformation of the port and to secure its position as the world’s leading transhipment hub. R-u0026D on the automation of manual processes is funded to boost the efficiency and productivity of the port. Further, in January 2021, government organisations joined with industry stakeholders to launch a state-of-the-art intermodal express cargo solution between Batam, Indonesia, and Singapore.
High-value and time-sensitive cargo such as electronic components are manufactured in Batam, and first transported by sea to the Singapore port, before being trucked to the airport to be flown to other countries. With the whole process taking place within just one day, the solution benefits manufacturers and logistics companies in Batam and Singapore by enabling a quicker, more efficient and cost-effective distribution of cargo. It also enables Singapore-based companies to leverage on cost efficiencies through extended production bases in Batam.
Furthermore, the government is persevering towards building other novel solutions that will help retain the position as the leading logistics hub through its establishment of world-class infrastructure and strengthening of Free Trade Agreements (FTA) with other countries.
