Singapore has the second best public transport system, according to McKinsey study

The Transportation and Storage sector in 2021 contributed to 6.1% of GDP, of which the land transport cluster contributed to approximately 43.6% (as of 2019) of the sector. The key modes of passenger transport in Singapore consist of public buses, the rail system and taxis. The average number of people using public transport per day was 5.04 million as of 2020, with buses being the most popular form of transport.

The bus segment is currently administered by four companies, and offers services such as shuttling passengers within an estate and a midnight bus service. The rail transport segment comprises both the Mass Rapid Transit (MRT) and the Light Rail Transit (LRT). The MRT had an average of 2.2 million consumers per day as of 2020, with more than 130 stations over five lines. The LRT had approximately 139,000 passengers a day with 40 stations across two lines, as of 2020. Further, there were eight taxi operators with a 15,000 vehicle fleet as of 2020 that could be flagged on the street at designated taxi stands or booked online.

Land Transport Authority (LTA) overlooks efficient management of public fleet

The LTA initiates land transport developments in the country. It heads the planning, designing, building and maintenance of the country’s land transport infrastructure and systems. One of its key initiatives is the Land Transport Master Plan (LTMP) 2040. It aims to build a transport system that minimises the time taken for travelling, create travel facilities that are accessible to every member of the population, and initiate improvements in the land transport systems that create healthier and safer journeys.

Another state institute known as the Public Transport Council (PTC) regulates ticket payment services and public transport fares. It acts as an advisory body to the Ministry of Transport. Its main aim is to create an affordable and high-quality public transport system.

Moreover, the UITP Asia-Pacific Centre for Transport Excellence (AP CTE) is a joint association between the LTA and the International Association of Public Transport (UITP). Its aim is to increase sustainable transport in the Asia-Pacific region through a higher-quality bus service, better connectivity through transport hubs, expansion of the cycling network and introduction of the Walk2Ride programme, which aims to build pedestrian linkways to MRT and LRT stations.

Key Trends

Public transport ridership falls in 2020 due to global pandemic

The trend of consecutive rises in public transport ridership over the past 15 years was broken in 2020, due to the global pandemic. A 34.5% YoY fall in average daily ridership was recorded by the LTA. Likewise, MRT and LRT rides fell by 41% YoY, bus ridership fell by 30% YoY, taxi rides dropped by 38% YoY and private-hire car trips fell by 29% YoY, as the change induced by the pandemic forced many to work from home. This created issues in the financial viability of investments in infrastructure and their operational viability. The financial sustainability of the network has also reduced as usage dropped.

However, public transport ridership was reawakened in 2021 due to relaxed COVID-19 restrictions. Despite this, the numbers remained the second lowest since 2010. Total bus and train rides averaged 5.3 million a day in 2021 (compared to 5.0 million in 2020), 4.3% higher than in 2020. Similarly, bus ridership rose by 4.5% YoY, MRT and LRT rides rose by 4.1% YoY, taxis recorded a 5.9% YoY improvement and private-hire cars showed an 8% YoY growth.

Further, approximately 50% of remotely working employees were allowed to return to work. It was observed that the increase in public transport ridership was coherent with its working population returning to office and with the community returning to regular routines. It is also anticipated that total ridership will accelerate once the current wave of infection subsides.

Supported by the government, digital transformation is the future of the land transport industry

The four pillars of Technology - Autonomy, Intelligence, Connectivity and Security - play an important role in transforming the country’s land transport landscape. Autonomous vehicles that are high in connectivity and intelligence will address challenges such as rigorous timetables, a shortage of drivers and inflexible routes. Further, intelligent systems such as artificial intelligence (AI) and a combination of AI and analytics will assist traffic movement, promote smart parking solutions, improve crowd recognition and promote predictive maintenance. The LTA allocated SGD 25 million from 2018-2023 towards technology adoption and mobility related innovation, research and tries to encourage collaboration across the land transport segment of the transportation industry.

Connectivity of land transport systems will be enhanced through 5G-led transformation, which will lead to the development of IoT-enabled smart infrastructure and roads, connected vehicles, as well as the ability to patronise real-time information updates and recommendations. Similarly, the security of systems will be sustained through AI-driven mechanized technologies that will proactively govern any cyber threats.

Expansion of transport infrastructure to create 8,000 new appointments by 2030

In 2018, there were approximately 123,000 workers in the land transport industry, which included bus operators, bus mechanics, customer service officers, station managers, railway engineers, and taxi and private-hire car drivers. Further, 17% of these workers were engaged in the rail and public bus segments, to assist the 5 million daily commuter journeys on public transport. Therefore, as the public bus and rail networks expand to meet Singapore’s future needs, the Ministry of Transport expects that 8,000 new public transport jobs will be created by 2030 to support the expansion.

The LTA will work in close proximity with unions, its industry partners and higher education institutions to nurture the required talent pipeline. The up-skilling and re-skilling of public transport workers will be initiated through the Skills Framework for Public Transport programme, which is an integral element of the Land Transport Industry Transformation Map. It aims to promote skills required for career progression and advocates lifelong learning.

Greener Commuting; Singapore taking many initiatives towards sustainable travelling by 2040

The transport industry is committed towards contributing to the Singapore Green Plan 2030. It is expected that by 2040, a clean energy bus fleet will be in operation. In an effort towards greener railways, the rail system is being modernised, the fleet being upgraded, the infrastructure renewed and the network expanded.

There are transitions towards going electric as well, with new electric vehicles (EVs). Housing & Development Board towns will be EV-ready by 2030. Similarly, infrastructure consisting of 60,000 new EV charging points will be inaugurated by 2030. A National Electric Vehicle Centre has also been initiated by the LTA to launch EV infrastructure and its regulations.

TTS is an operator of bus services, and launched its first bus operations service in 2015. Being a reputed customer-centred operator and an employer of choice, it operates over 300 buses and 62 bus services from 9 interchanges. Operating a fleet of state-of-the-art Bombardier business aircraft with intercontinental capabilities, as well as unique interiors, luxurious sleeping arrangements and dedicated workspaces, OJets offers options to either purchase or lease its aircraft. OJets is also an indirect air carrier through its partnership with Elit'Avia Malta and its fleet, which operates under a Maltese air operator’s certificate.

Tribecar is a car-rental, car-sharing and chauffeur service, which was launched in Singapore in 2016. It is a marketplace for car rental operators and car hirers who can rent a car for leisure or for commercial use through TADA, Grab and other apps. It offers affordable hourly or daily rental rates and does not require documentation or key exchange. Tribecar is the only car-sharing model in Singapore which complies with LTA regulations, and provides private hire insurance and car rental services for both commercial and leisure usage. Tribecar’s acquisition of Singapore’s oldest car sharing company Car Club is an asset and enables car sharing services for businesses and corporations. E Capital Limousine Services, which was incorporated in Singapore in 2018, is well-recognised for its operations within the limousine service industry. Operating a fleet of over 70 luxurious vehicles, a centralized 24-hour concierge service, and a dedicated team of drivers, E Capital Limousine Services provides chauffeur-driven vehicles for ground transportation, airport transfers, and corporate events.
