Singapore’s utility sector remains robust with market-driven strategies
The Singapore utility sector can be mainly divided into three segments: electric utility, gas distribution, and water management and distribution. Each utility is overseen by a dedicated government regulator. Accordingly, electricity generation and transmission, and gas distribution, are regulated by the Singapore Energy Market Authority (EMA). Similarly, water management and distribution are regulated by the Public Utilities Board (PUB).
Electric Utility Market
The Singapore electric utility market is a robust framework to ensure uninterrupted transmission and fair prices to both suppliers and consumers of electricity. Singapore ranked first among the major developed cities with a system average interruption duration index of 0.56 in the 2019/20 period. The electricity market consists of two main sectors, namely:
In the wholesale electricity market, operated by Energy Market Company, power generation companies are required to offer bids to sell electricity, where depending on the electricity demand and supply, the price of wholesale electricity changes every half-hour.
The retail electricity market, where electricity retailers purchase wholesale electricity contracts and compete to sell electricity to customers. Further, consumers can enter into electricity agreements with Singapore Power Group (SP Group) at the regulated tariff, or purchase electricity from the wholesale electricity market through SP Group, which is a subsidiary of the state-owned Temasek Holdings (Private) Limited.
PowerAssets (SPAA) is the transmission Licensee that owns the power grid, delivering electricity islandwide, while SP PowerGrid (SPPG) is the agent appointed to build and maintain the power grid. SP Services (SPS) is the Market Support Services Licensee providing services including the reading of electricity meters, management of meter data and facilitation of access to the wholesale electricity market. SPPA, SPPG and SPS are subsidiaries of SP Group.
Gas Utility Market
The gas market in Singapore can be broadly divided into two segments, which include town gas and natural gas. Town gas is mainly used for cooking and heating by residential and commercial customers, while natural gas is primarily used for electricity generation and industrial feedstock. Town gas is produced by City Energy Pte Ltd, whilst natural gas is imported via licensed gas importers to the country. PowerGas, a subsidiary of SP Group, is the gas transporter of both town gas and natural gas through its gas pipelines to consumers, who buy gas from gas shippers and retailers.
Water Utility Market
The PUB, a state-operated agency, manages Singapore’s integrated water supply, water catchment and used water. Singapore's water supply is primarily serviced by Four National Taps, which include local catchment water, imported water, NEWater and desalinated water.
Key Trends
Post-COVID recovery drives growth in electricity demand
The EMA expects projected annual system demand and peak demand to increase by 2.8% - 3.2% between 2022 and 2032. This is mainly supported by the following factors:
- Expected post-pandemic demand from new high-growth sectors such as data centers
- Electrification of vehicles in the transport sector
- Changes in population levels
- A rise in temperature levels
- Projected growth in Gross Domestic Product (GDP)
Accordingly, the EMA expects the annual system demand to be approximately 74.0TWh – 79.5TWh in 2032 (compared to 53TWh in 2020), while projected peak demand would be approximately 10,100 MW – 11,000 MW in 2032 (compared to 7,376 MW in 2020).
Medium-term electricity demand to be fulfilled by power importation and renewable energy
Currently, 95.0% of Singapore's electricity demand is supplied through natural gas. The EMA expects natural gas to be a notable supply source of energy for the country, despite expanding in other forms of clean energy in addition to natural gas. Singapore intends to add up to 1.5 gigawatt-peak (GWp) by 2025 and 2.0 GWp by 2030 to the electricity supply through solar energy (compared to 427.6 megawatt-peak in 2020).
Further, as Singapore is an alternative energy disadvantaged country, it signed the Lao PDR-Thailand-Malaysia-Singapore Power Integration Project, jointly committing to initiate cross-border power trade, with a trial to import 200MW of low-carbon electricity from Malaysia and Indonesia. Further, the programme aims to import 4GW of low-carbon electricity by 2035, constituting 30% of the total electricity supply of the country.
To diversify its power sources, Singapore has entered into an agreement planned to commence by end-2028 with Sun Cable under the Australia-Asia Power Link, to import solar energy from a 12,000ha solar farm in northern Australia to Singapore, through an undersea cable. The project is expected to get 2.2GW of electricity and aims to satisfy 15% - 20% of Singapore’s total electricity needs.
Rising electric price tariff leads to market exits for retail electric companies
In October 2021, Singapore's fourth-largest electricity retailer iSwitch, Best Electricity and Ohm Energy announced their departures from the market. The main reasons cited by these companies were electricity market conditions likely driven by the prospect of surging energy prices for the next few years and a severely diminished ability to effectively hedge against volatile conditions in the market.
Out of the remaining nine retail suppliers, six are backed by power generating companies, while Union Power and Sunseap are now offering plans with only marginal price differences compared with the regulated tariff. In 1Q 2022, electricity tariffs rose by 22.5%, largely due to higher fuel costs.
NEWater will continue to be a major source of water supply in Singapore
Singapore’s water distribution and management is serviced by four key methodologies, namely:
- NEWater – the process that recycles treated used water into ultra-clean, high-grade reclaimed water, cushioning the water supply against dry weather.
- Desalinated water – seawater cleaned and standardized for consumption.
- Water from local catchment – it retains most of the rain that falls on Singapore, which is whisked through drains, canals, rivers and ponds to 17 reservoirs for storage, making two-thirds of Singapore’s water catchment.
- Imported water – Singapore imports water from Johor under the 1962 Water Agreement, which allows Singapore to draw up to 250 million gallons per day from the Johor River until 2061.
At present, NEWater and desalinated water supply account for approximately 40% and 25% of Singapore’s water needs, respectively. Further, the PUB expects that in 2030, NEWater supply will meet up to 55% of Singapore’s water supply, supported by the completion of the Deep Tunnel Sewerage System by 2025, which aims to collect all the used water from homes and industries to one of three water reclamation plants.
Additionally, the PUB will ensure water supply reliability through an additional 180 km in pipelines to its 6,500km water pipeline by the end of 3Q 2022.

- As of end-2021, there were 17 electricity generating companies, 47 wholesale electric suppliers and 20 retail electric suppliers licensed to operate in Singapore.
- As of end-2021, there were four gas importers, five liquified natural gas importers and nine retail gas suppliers licensed to operate in Singapore.
- In 2020, total electricity generation fell by a modest 2.0% YoY to 53,072 GWh, likely due to pandemic-induced disruptions to the economic activity of the country.
- Consequently, electricity consumption fell by 1.8% YoY to 50,751 GWh, owing to lower industry-related consumption (-2.2% YoY), partly offset by a notable increase in household electricity consumption (+7.3% YoY) mainly driven by pandemic-induced lockdowns and other industry manufacturing headwinds. Similarly, town gas sales declined by 2.4% YoY to 1,717 KWh in 2020.
- As of end-April 2021, Keppel Electric maintained the largest share in both Residential (22.1%) and Business (23.4%) retail electricity supply, while Geneco (19.9%) and Tuas Power (17.4%) held the second highest market share, respectively.
