The engineering industry is a key driver of infrastructure and technological development, and manufacturing growth of Singapore. Singapore’s best-in-class infrastructure such as transportation, telecommunication, smart building structures and utility solutions, and advanced manufacturing facilities, which produce complex parts and machinery, stand as proof for the engineering excellence in the country.
Singapore’s strong research and development ecosystem, ease of doing business and extensive trade connectivity play a vital role in the growth of the engineering industry in the country. As per the data from the Ministry of Education of Singapore, the country had around 2,700 firms operating in the engineering industry as of 2021. The industry comprises both full-service providers and contract-based manufacturers. A variety of firms ranging from large multinational companies to small and medium enterprises operate in the engineering industry.
Most leading home-grown engineering companies of Singapore also have successful international operations. Civil and structural, electrical and mechanical are the main engineering streams prevalent in Singapore in terms of talent availability. As per the data from the Professional Engineers Board (PEB) of Singapore, as of December 2020, around 49% of the registered professional engineers were specialized in civil and structural engineering, 23% in electrical, another 23% in mechanical, 4% in chemical and the balance 1% in other streams. The PEB regulates and works towards developing the practice of professional engineering in the country.

Engineering assists Singapore to build smart and efficient infrastructure, which helps to manage the country in an effective manner. The smart city vision of Singapore focuses on features such as smart mobility, smart environment and smart security, for which engineering capabilities are essential.
As a result, the country continues to invest in expanding and renewing its infrastructure facilities. For example, Marina Bay Sands and Resorts World Sentosa are working on a major expansion project worth SGD 9 billion. As per comments from the transport minister of Singapore, the country expects to invest more than SGD 60 billion to expand and upgrade its rail network system over a ten-year period.
Further, the country has considerable ambitious long-term development plans such as the Greater Southern Waterfront project, Punggol Digital District, Jurong Lake District,Jurong Innovation District, Tengah smart and sustainable town, and Tuas Mega Port, which would continue to drive demand for engineering services in the future. The engineering industry also works towards the sustainable economic development of Singapore by mitigating challenges such as climate change, shortage of resources, and issues related to environment and quality of life.
Empowering Singapore to become a leading manufacturing hub
The engineering industry is instrumental in Singapore’s growth in manufacturing processes, which focuses on producing sophisticated and high-precision parts and equipment for high-value-added segments such as aerospace, marine, oil and gas, and manufacturing of complex machinery. Singapore aims to expand further in this field by leveraging on digital manufacturing technologies such as robotics and additive manufacturing/3D printing, and become a leading manufacturing hub. Singapore’s precision engineering industry is growing rapidly, and improving manufacturing processes and supporting industries such as semiconductor, marine & offshore, aerospace and medical technology.
As per comments from the Ministry of Education of Singapore and International Trade Administration (ITA) of the US, Singapore accounts for around 10% of the global manufacturing output for refrigeration compressors, 30% of hearing aids, 70% of wire bonders for the global semiconductor industry and 20% of the semiconductor equipment output. In addition, Singapore is renowned for manufacturing oil and gas drilling units and offshore support vessels, and aerospace maintenance, overhaul and repair services in the region.
According to the Agency for Science, Technology and Research (A*STAR), Singapore holds around 70% global market share in manufacturing of jack-up rigs and converted floating, production, storage and offloading vessels for the oil and gas industry. As per ITA, Singapore is also the 7th largest exporter of petrochemicals in the world. Engineering capabilities of the country significantly contributed towards such manufacturing leadership status in these industries. The engineering industry also supports the country to shift towards green manufacturing technologies and renewable energy, and achieve sustainable manufacturing growth.
Key Trends
Civil and structural engineering severely affected by the pandemic
Civil and structural engineering was severely affected due to restricted construction activity levels and a lower investment appetite during the pandemic. Construction site closures, limited site activity due to COVID-19 safety measures and labor shortages led to delays to projects, which negatively impacted civil and structural engineering firms. Uncertainty created by the pandemic led to a lower investment appetite for construction and infrastructure projects.
As per the statistics published by SingStat, the total value of construction contracts awarded in 2020 was down 37% YoY to SGD 21 billion, from SGD 34 billion in 2019. Though this recovered 42% YoY to SGD 30 billion in 2021, it is still below the pre-pandemic levels recorded in 2019. As per SingStat data, the recovery in 2021 was largely driven by public sector civil engineering work, which grew 96% YoY to SGD 9 billion in 2021, compared to SGD 5 billion in 2020. As per the statistics from the Ministry of Trade and Industry of Singapore, the output of professional services related to architectural and engineering, technical testing and analysis fell 16% YoY in 2020, and subsequently recovered 11% YoY in 2021.
Engineering streams related to manufacturing dependent on related industry performance
Manufacturing industries such as semiconductor, precision engineering and biomedical performed well during the pandemic, which helped the engineering streams related to these industries. Semiconductor manufacturing was up 15% YoY in 2020 and 2021 due to higher global demand, and precision engineering was up 11% YoY in 2020 and 19% YoY in 2021 driven by demand for semiconductor equipment. Biomedical manufacturing was positively impacted by the pandemic, growing by 24% YoY in 2020 and 11% YoY in 2021.
On the other hand, transport engineering clusters such as aerospace and marine, and offshore engineering faced a significant negative impact due to travel restrictions during 2020. Overall transport engineering manufacturing fell 26% YoY in 2020, and recovered 13% YoY in 2021 driven by an easing of restrictions. During the pandemic, engineering firms in the aerospace sector in Singapore focused on opportunities such as passenger to freighter conversion of aircrafts.
Chemical manufacturing fell 1% YoY in 2020, and recovered 9% YoY in 2021 driven by petroleum, petrochemicals and specialty chemicals, which supported the chemical engineering services in 2021. Engineering firms expect that new investments to the oil and gas industry, driven by higher oil prices, would positively impact engineering clusters related to offshore, marine, and oil and gas industries in 2022.
