Food manufacturing industry output over SGD 10 billion annually
Nearly 90% of Singapore’s food requirement continues to be imported from across 170 countries, leveraging its connectivity and global free trade environment. However, over the past decade, there has been more focus given to the local food manufacturing industry.
As per the latest data available, the sector consists of approximately 1,000 food manufacturers across 10 sub-sectors, which includes multinationals and home-grown brands. The sector also now consists of an increasing number of food-tech startups, attracted by the strong ecosystem. These sub-sectors include products such as proteins, staples, beverages, snacks and sauces. In addition to this, connected industries such as flavours, ingredients, and agri-food tech partners, contributions from research and development, offer the industry added support.
The food manufacturing sector is said to employ close to 60,000 people, contributing to ~1.1% of the country’s GDP. Sector output is north of SGD 10 billion, with 60% of the production exported globally.
Strong push from government to expand food manufacturing operations and expertise in the country
The decision to expand the food manufacturing sector came in 1967 as a response to both the country's massive unemployment concerns as well as the long-term view of building an export-oriented food manufacturing sector. This was made possible through the support first given by the government of Singapore itself.
The Economic Development Board (EDB) rendered its support by helping establish industrial territories and encouraging foreign investments. Another government establishment known as International Enterprise (IE) Singapore assisted in regulating the industry and aided the inauguration of food manufacturing firms in the global market. Together, both these government establishments helped increase the global presence of local food manufacturers.
Furthermore, the food manufacturing industry is also supported through constant upgrading of employee skills with a focus on training and workshops with regard to the methodology for maintaining food hygiene, the use of appropriate packaging materials for food and the types of food catering to suit various age groups. The benefits of this form of assistance were two-fold as businesses that sent workers to attend such programs were accredited, while the employees were certified or qualified for higher employee qualifications.
The government also encouraged the younger population to qualify and gain expertise in food science programs, leading to the introduction of the Food Science and Technology (FST) program at the National University of Singapore (NUS). This incentive helped students gain the necessary expertise to enter the food industry, while it provided manufacturers with an expanded pool of talent specializing in the sector.
The Singapore government also offers constant aid through grants, providing local incentives to manufacturers, creating facilities and developing training programs.

Year 2019 saw the inauguration of the ‘30 by 30’ program towards the expansion of food security. Despite the global downturn caused by the pandemic, Singapore found more than 800 companies in the food sector offering 6,700 vacancies for jobs, internships and training places since April 2020.

The launch of the ITM and a Digital Road Map for the Food Manufacturing Industry
One of the main initiatives launched by the government to be on a par with global food trends is the Food Manufacturing Industry Transformation Map (ITM), which was initiated in 2016. This is a prototype that enables a food manufacturer to upgrade its business and innovate its products through research and development, with the aim of keeping pace with changing consumer tastes. The objective is to boost average productivity growth of the industry to 4.5% with the aim of creating and developing Singapore to become a dominant food and nutrition point in Asia by year 2025.
Further, an Industry Digital Plan (IDP) has been created for the food industry, which consists of a three-stage industry protocol that would benefit approximately 1,000 food manufacturers and over 50,000 workers. It provides a guideline on various digital solutions that can be adopted by food manufacturing organisations at every stage of their business and digital maturity. A plan of the possible training that employees can experience is included as well. Therefore, the future of the food manufacturing industry holds efficient digital tools as aids to both manufacturers and employees.
