Media landscape of Singapore derives contribution from Film & Video, Broadcasting, Publishing and Games segments

The media industry of Singapore consists of films, the broadcasting of television, games, animation and online videos. It is considered a sub-segment of the overall Info-Comm and Media sector, which also includes telecommunication and IT communications. The sector as a whole reported an overall expansion of 2.1% in 2020 and contributed 0.1% towards the country’s GDP, with the media segment contributing 0.9% towards real GDP growth.

The media landscape revolves around creating original content and promoting proficient talent in the industry. In 2018, the games segment recorded the largest contribution of 35.5% towards media industry revenue. This was followed closely by the broadcasting segment, recording 26.5%, the Film & Video segment contributing 20.8% and the publishing segment contributing 17.2%.

Industry highly regulated, with strict controls on online content

The Info-Сomm Media Development Authority (IMDA) is a statutory agency appointed by the Ministry of Communications and Information (MCI) in Singapore that is dedicated to regulating the media industry. It overlooks and sets content guidelines and classifications on the platforms pertaining to Arts Entertainment, TV and Radio, Video Games, Audio Materials and Publications, Films and Videos, and the internet.

The IMDA classifies media content using various ratings that help the public make informed choices on the age-appropriateness of the material. This is particularly useful to provide parents with the necessary information to guide their children to watch appropriate content. Likewise, the government takes the initiative to protect the younger generation from detrimental online content by regulating it. The media literacy council and the private sector work in close liaison with the government towards the development of codes of practice, robust cyber initiatives and media proficiency.

The ‘foreign interference’ law that was passed in late 2021 was believed to especially affect the broadcasting and independent media outlets of the media industry that were already subjected to strict regulation. The law penalizes any individual who publishes information on behalf of foreign entities, with a fine of up to SGD 100,000 and a jail term of 14 years, where affiliation isn’t declared. In the case of business entities, there is a maximum fine of SGD 1 million.

Similarly, in 2019 an act known as the Protection from Online Falsehoods and Manipulation Act (POFMA) was brought in to confront false information and order that it either be taken down or have a correction issued.

There are believed to be strict controls on the freedom of expression in the city-state due to the stringent regulations, strict licensing required, defamation statutes and censorship in the industry.

Media industry dominated by duopoly

Singapore Press Holdings (SPH) produces a number of newspapers, websites and magazines, while Mediacorp administers numerous television channels and radio stations. Both organisations cater towards online media as well. Press media is also closely monitored and regulated by the political party in power. The IMDA reported a 73% increase in audience across MediaCorp’s channels in various dialects from March to mid-April of 2020, in comparison to the same period of 2019. Likewise, the audience for Channel News Asia (CNA) received 52 million exclusive views during the period, while the digital readership of SPH expanded to 2.5 million site visitors.

However, there were strains on the financial health of media companies due to a persistent decline in advertising revenue, as well as the elimination or reduction in printed editions of news articles. This eventually led to bankruptcy, pay cuts and downsizing of firms.
