Packaging and container market moves towards sustainable solutions; circular economy approach being adopted to reduce wastage
The container and packaging market in Singapore comprises the total volume and production of a variety of packaging materials such as paper, plastic, metal and glass. Its segments include all products produced solely for packaging purposes. With increasing environmental awareness and pressure to opt for environmentally friendly packaging solutions, the industry is shifting its focus towards introducing innovative and progressive solutions.
In 2007, the government, industry and non-governmental organisations formed a partnership referred to as the Singapore Packaging Agreement (SPA) in order to tackle packaging wastage in Singapore. The SPA allows for a large number of organisations to collaborate and practice cost-effective solutions that also reduce waste production.
The organisation also promotes supply change initiatives that utilise resources in packaging solutions. As of 2018, the initiative had contributed to the reduction of packaging waste of 39,000 tonnes and led to savings of locally consumed products of close to SGD 93 million. In 2019, packaging waste was reduced to 54,000 tonnes and savings of SGD 130 million were estimated.
The SPA’s list of members includes names such as Ikea Southeast Asia, Kentucky Fried Chicken Management, Marina Bay Sands, Nestlé Singapore, Starbucks Coffee Singapore, Carlsberg Singapore and Hewlett Packard Enterprises. Within a 10-year span, the partnership has enabled reductions in transport packaging, materials used for can production, materials reduced in glass bottle production, recycling of packaging waste, provision of recycling facilities in shops and for tenants, and reduction in materials used for plastic bottles.
Meanwhile, consumer goods conglomerates working under the SPA have re-examined their packaging of products. Unilever Singapore introduced lighter bottles used for shampoos and hair conditioners. This weight decrease resulted in 4.28 tonnes of packaging waste being reduced and savings of SGD 122,000. Procter & Gamble also manufactured shampoo bottles that comprised 25% of recycled plastic in order to partake in sustainable initiatives.
Additionally, consumers in Singapore have been encouraged to support products bearing a voluntary eco-label called the ‘Logo for Products with Reduced Packaging’. The label identifies products with improved SPA packaging solutions and can be recycled.
Waste management roadmap implemented; framework introduced for companies with large turnovers
A large segment of the packaging industry revolves around food preservation, especially during the transportation of food products. Legislated under the Resource Sustainability Act in 2020, reporting of packaging data per company was deemed mandatory. A mandatory waste reporting framework is being implemented for companies with a turnover of more than SGD 10 million, including reports on a 3R (reduce, reuse and recycle) packaging structure that is being enacted within the premises of a company.
The framework would also include an Extended Producer Responsibility (EPR) framework in order to analyse packaging waste within companies and ensure that suitable measures are taken for the responsible disposal of waste. The government of Singapore is also exploring the technology required for the production of environmentally friendly and economically sustainable products.
The imposing of a charge for single-use plastic bags could result in customers opting for bio-degradable bags that could also assist with the sustainable framework being implemented. Incentives linked to reverse vending machines and the recycling of PET (polyethylene terephthalate) bottles were introduced by the end of 2019 in selected malls around Singapore.

COVID-19 disrupts efforts towards sustainable practices; staggering increase in single-use plastic waste
In 2019, as a means of reducing waste generation in Singapore, the government stated the year 2019 as being the ‘Year Towards Zero Waste’. The government increased initiatives to assist with environmental efforts and reduce the increasing waste being sent to the Semakau Landfill. It also introduced new targets to reduce the waste burden and encourage consumers to reduce plastic disposables.
In 2020, the pandemic disrupted all efforts initiated by the government that had its priorities shifted towards protecting citizens and implementing strict safety protocols. Due to the fear of reusables contributing to viral spread, businesses and consumers took extra precaution with regards to the disposing of waste. A temporary ban on the use of reusable cups was also implemented on selected stores within the city. Increased delivery orders during the circuit breaker period resulted in a 73% increase in food delivery orders that led to a large rise in packaging and disposable waste.
A study conducted in 2020 found that during the time period of the two-month circuit breaker in Singapore, households generated 1,334 tonnes of plastic waste. With restrictions imposed on dining out, household waste increased significantly and in April 2022, the National Environment Agency (NEA) stated that 73,000 tonnes of waste was produced.
Several deadlines allocated by the government, directed at local companies, were delayed due to the pandemic. One such initiative was the Zero Waste Masterplan that required large supermarket chains and mega-producers to submit reports for packaging data, and a ‘Reduce, Reuse and Recycle’ initiative to be implemented by 2020.
Post-pandemic recovery results in reduction of single-use packaging; reusable packaging and containers promoted as sustainable options for customers
In November 2020, three large food players in Singapore - Foodpanda, Deliveroo and GrabFood - provided customers with the option to select reusable containers as a sustainable packaging option. Partnering with more than 100 food and beverage companies, the new option is a result of the increasing levels of plastic waste that were seen during the two-month circuit breaker.
The reusable prerogative being implemented requires customers to return containers to the restaurants from which food is being ordered or utilise a home collection service.
Food platforms have partnered with packaging companies such as Muuse and barePack to offer subscription models for the unlimited use of reusable containers.
Utilising strict cleaning techniques, containers and packaging materials are cleaned and re-used whilst hygiene is also maintained with regular spot checks by the Singapore Food Agency (SFA) in order to maintain safety measures post-pandemic.
