Recycling industry part of the environment services sector and key focus in Singapore’s sustainability program
Singapore is renowned as one of the most immaculate cities in the world. The recycling industry remains significant for Singapore, as it is a cluster of the environment services sector. The entire environment services sector consists of 450 waste management organizations, 1,280 licensed cleaning businesses and approximately 300 pest management firms.
The sector as a whole contributed to 0.5% of GDP as of 2018. Recycling firms assist in recovering precious materials and converting waste into resources. Recycling is considered as playing a key role in the government’s sustainability program and is mainly administered through the National Environment Agency (NEA) of Singapore.
Recycling transforms waste into fruitful products and protects the city’s limited natural resources
Total domestic waste disposed per capita in 2020 was 0.75 kg a day. Total non-domestic waste disposed per USD billion/GDP was 8.2 billion tonnes per day. Recycling eliminates the need to carbonize waste and thus, broadens the lifespan of the Semakau Landfill in Singapore.
The Semakau Landfill was a solution inspired by engineers when the previous landfill at Lorong Halus reached full capacity. This solution was put forward by the environment ministry to accommodate Singapore’s dumping requirements till 2045. However, a ministry evaluation predicts that with the increased usage of disposable products, the Semakau Landfill may fill up a decade in advance.
3R (Reduce, Reuse and Recycle) programs and resources established by the NEA
The National Recycling Program has been enacted to get licensed public waste collectors (PWCs) to administer recycling bins and accumulation services to every Housing & Development Board (HDB) estate, individually owned properties and private apartments. This program affiliates a collection method in which glass, plastic, paper and metal recyclables are placed into a blue recycling bin to be collected by the PWCs.
Furthermore, the significance of recycling is emphasized through the responsible production and consumption goal, which is part of Singapore’s Sustainable Development Goals (SDGs). SDGs are fixed goals under a global development structure urged by international leaders at the UN Sustainable Development Summit, towards the 2030 Agenda for Sustainable Development.

Waste collected and recycled diminished during circuit breaker period of pandemic
General Waste Generated depleted due to COVID-19. The pandemic restricted the collection of recyclables and the generation of waste. As the circuit breaker had travel restrictions in place, the demand for products fell with the interruption of non-essential business activity.
However, this did not curb the disposal of household waste, as the markets for online purchasing and home-delivered food increased. Despite that, the accumulation of recycling material was delayed during the first half of the pandemic and gradually resumed only in the 3rd quarter. To raise domestic recycling rates, recycling bins have been granted to every household.
Furthermore, in comparison with the year 2019, another reason that the Waste Generated was lower in 2020 was due to curtailed productivity from two important industrial waste forms - waste from Construction & Demolition and Ferrous Metal Scrap.
Industry Transformation Map (ITM) aims to smoothly rejuvenate environment services sector
The industry is currently poorly represented as labour intensive, low-tech and lacking proficiency. The ITM consists of four aims, namely, employment and skills, productivity and standards, technology and innovation, and the creation of a global footprint. Further, it aims to enact a circular economy, where both production and consumption endure an extensive process that enables products to have a longer life cycle.
However, this process will require the involvement of a skilled workforce and the necessary support from related organizations. It is estimated that the industry will create 30,000 unparalleled jobs through the introduction of sophisticated technology, which would result in a higher-skilled workforce. For instance, recycling trucks have eliminated the need to have multiple low-skilled crew to collect waste and instead, use a side loader that has a robotic hoisting arm secured to the rim of the truck. The driver needs to simply use a joystick and buttons to carry and unload the recycling bins into the truck.
Singapore strives to be a zero-waste nation, driven by Sustainable Singapore Blueprint
The Sustainable Singapore Blueprint target for 2030 is to achieve a 70% overall recycling rate, made up of a 30% domestic recycling rate and an 81% non-domestic recycling rate. In addition, it aims to expand the lifespan of the Semakau Landfill beyond 2035 and decrease the amount of waste per capita sent to the landfill by 30%. Therefore, the volume of waste is efficiently reduced through waste carbonizing factories known as waste-to-energy (WTE) plants.
The 3Rs play a crucial role by preventing waste generation at its source and bring along numerous benefits such as conserving the environment, preserving limited resources, lengthening the lifespan of the Semakau Landfill and reducing the space required for waste disposal systems.The country attempts to be a Zero Waste Nation by reducing consumption, reusing, and recycling materials so that they can be reconditioned and used. Subsequently in the year 2021, the Plastics Recycling Association was inaugurated to treat plastic waste and encourage better rates of recycling on plastics.
Kranji Green - Singapore’s first multi-storey recycling facility - is specifically designed to aid residential recyclers, by creating room to treat different waste such as paper, metals, plastics and e-waste under a common space. This initiative was taken in line with the national Environmental Services Industry Transformation Map, and aims to increase recycling and help preserve the environment.

The waste materials are sorted at HCG Environment’s facility, with recoverable materials being sent for recycling to minimize landfills.
