Lifestyle changes and income growth fuel Singapore’s food & beverage sector growth
Singapore is popularly known as the food capital of South-East Asia where the food & beverage services sector accounts for ~1% of the country’s GDP and also makes up 1% of its service-providing economy. The sector comprises 13,000 food & beverage establishments in four different sub-channels including restaurants, fast food outlets, food caterers and cafes, and food courts & other eating places. Restaurants account for over 50% of receipts in the industry, followed by fast food outlets.
To be part and parcel of this industry, it is necessary for food & beverage service operators to establish themselves in a location determined by the Urban Redevelopment Authority (URA). The governing body for such establishments is known as The National Environmental Agency (NEA), which overlooks functions such as the licensing, hygiene and environmental practices of such establishments.
With growth in household income over the recent past, the purchasing power of middle-aged professionals has increased and thus, the spending patterns in eating out have sharpened. Further, this trend has accelerated among younger aged professionals in their twenties and thirties to a greater extent than others, as they have grown up amid the social culture of Western cafes and social media.
Another significant driver of the food & beverage sector is the tourism sector. Pre-pandemic, the country saw ~19 million tourist arrivals to the country in 2019, with food & beverage spending accounting for ~9% of tourism receipts.

Preference for healthy and vegan foods, and technological innovations. reshaping sector demand
The rising trend of vegan and vegetarian eating options has resulted in the expansion of plant-based food alternatives. The number of eateries serving a range of healthy plant-based milks and mock meats has been increasing in Singapore, making it the top sixth vegan-friendly city in the world.
Likewise, serving healthy beverages such as kombucha and moringa is another trend in the food & beverage services sector. There is extended encouragement from the Singaporean Government’s end to serve beverages that are healthy and help combat diabetes without compromising on taste.
Furthermore, there is increasing enthusiasm towards restaurants serving healthy options such as salads accompanying main meals, catering to the health-conscious customers. Some of the restaurants that have initiated healthy meals include Dosirak, Amazin’ Graze, Pimp My Salad, Lean Bento and AMGD.
Likewise, the popularity of one-dish restaurants is gaining momentum in Singapore. This is where a restaurant picks a dish and innovates it accordingly to gain loyalty from its customers, enabling restaurants to specialize in one dish, and concentrate on innovating and improving it.
In addition to this, there is a growing emphasis on using food technology, for eateries to utilise sustainable methods of food production to minimise food wastage by using methods such as food valorisation, which is a viable method of converting food waste into value-added products. Moreover, the introduction of self-service technology (SST) with statutory backing by the government through a legal act of encouraging the concept of self-service kiosks is yet another innovation in the food & beverage services sector of Singapore.
The sector has also more heavily embraced digital payments, particularly with the onset of the pandemic.
Sector adopts online orders and delivery options as dining-in slows down amidst COVID-19 concerns
One of the key changes that took place during the circuit breaker was the shift to take-away and delivery options, as establishments were not permitted to open for dining-in. As a result, the industry recorded its worst performance in 2020 where food & beverage sales recorded a YoY decline of 26%, the worst recorded de-growth since 1986.
With the onset of the COVID-19 pandemic, businesses were compelled to shift to online portals for sales and to partner with food delivery companies to mitigate the loss of in-store sales. The total sales of food & beverage services as of November 2021 amounted to SGD 706 million, of which ~33% were through online sales.
Another part of the food & beverage services sector strained during the circuit breaker was food catering, as large-scale events and gatherings were impacted by low demand. During the circuit breaker, restaurant sales declined by 69%, fast food outlets by 24%, food caterers by 49%, and cafes, food courts and other eateries by 43%. The total sales of restaurants and cafes declined by 51% YoY.
Overseas travel restrictions continue to fuel domestic travel and spending on dining out
The pandemic has also resulted in the Singaporean Government supporting and encouraging home-chef and local businesses. This enables food businesses to be conducted from home without the initial capital to set up the business establishment that is required.
Further, this provides the base to begin a food business by raising the initial capital and building a customer base to initiate a full-fledged business thereafter. The thriving victory of delivery platforms such as Uber Eats, Deliveroo and Foodpanda Singapore is the next step in integrating home businesses with their existing consumer base. As a result, demand for food delivery is expected to see continued growth in the medium term.
There is also strong demand for better quality of food and healthier options as consumers become more health-conscious. Diabetes is expanding fast in Singapore, thus the need to eat healthy and reduce consumption of sugar is growing. Healthier variants such as whole wheat pasta and whole grain noodles are on the rise.
Another important development is the increased use of food technology such as contactless orders, QR coded menus and kitchen technology. Given the pace in adoption of technology, it is anticipated that commercial kitchens known as cloud kitchens or virtual kitchens will also be on the rise.
