Manufacturing sector the engine of Singapore’s economic growth
Alongside its large service industry, Singapore also boasts a strong manufacturing base that accounts for 22.3% of the country’s gross domestic product (GDP), making it the largest contributor to the economy. Singapore’s manufacturing sector includes main industry clusters such as logistics, chemicals, electronics, biomedical sciences and transport engineering.
The manufacturing sector lays claim to its contribution in making Singapore the seventh largest petrochemical exporter, while four out of the top ten drugs of the world are also manufactured in Singapore. Some of the largest pure-play foundries are located in Singapore, including a number of semiconductor assembly and test companies.
To be eligible as part of the manufacturing sector in Singapore, an organization needs to have a valid factory registration, use machinery to produce from raw materials and operate from an industrial zone. The Singapore Manufacturing Federation (SMF) is the largest national entity serving the interests of manufacturing and manufacturing-related industries.
The sector grew by 13.2% YoY in 2021, compared to the 7.5% expansion in 2020. This is the highest expansion witnessed since 2010, and was mainly due to the growth in output in the precision engineering, electronics and pharmaceuticals clusters. An improvement in transport engineering was an additional contributing factor.
The government has rendered its support through the introduction of a 3-stage digital roadmap for the precision engineering sector, the intention being to aid companies to recognize gaps and digital solutions that are appropriate at different stages of their growth.
Manufacturing a facilitator for other sub-sectors in the economy
In general, the manufacturing sector plays a significant role in an economy due its ability to spur the progress of the rest of the economy through inter-dependencies between other sectors. Moreover, it facilitates the requirement for high-tech equipment and skilled manpower for sub-sectors of the economy.
In the past, the manufacturing sector is reported to have had the greatest amount of economic spillovers towards the services industry in Singapore, primarily from the precision engineering and chemicals clusters. Similarly, backward linkages or integration, from manufacturing towards other economic sub-sectors, in particular the services sector, have also been noted. The strongest backward linkages to the service sector from the manufacturing sector were noted in the precision engineering, transportation and chemical sub-sectors.

Technology reshaping the future of manufacturing in Singapore
While manufacturing is historically known to be a labor-intensive industry, in Singapore, the sector has undergone dramatic changes amid the Fourth Industrial Revolution, also known as Industry 4.0. Investments by manufacturing companies in Artificial Intelligence (AI), data analytics and the Internet of Things (IoT) are some important contributors to the conversion to Industry 4.0. These companies are playing a dominant role in leading other large and smaller companies (SMEs) to accelerate the digital journey to advance Singapore's movement towards Industry 4.0.
The digital evolution of the industry’s manufacturing process is causing the entire value chain to be integrated, and increasing sector efficiency, productivity and resilience. This would lead to a solid amalgamation between communication, information and manufacturing systems.
New areas of investment fuelling sector growth
Further, there is scope to achieve long-term economic growth in the manufacture of Semiconductors, Nanotechnology, MEMS, and 3D Printing and Automation/Robotics.
Within the semiconductor industry, there is particular interest in the areas of water fabrication engineering, and graphane and spin wave transistor applications. Also, with the rapid growth in 5G adoption, demand for wearable devices and the changes in the automotive market, particularly with demand for electric vehicles, Singapore expects to see strong demand for semiconductors.
Singapore has also been reliant on light manufacturing methods as opposed to heavy methods of manufacture, providing further room for growth in 3D printing, automation and robotics. Some of these technologies are being used in the aerospace and medical industries to manufacture sophisticated and high precision parts.
Trade and Industry Ministry announces 10-year plan for manufacturing sector to grow 50% by 2030
The strategy for 2030 includes growing the manufacturing sector by 50% of its current value, which stands at SGD 106 billion. It also includes maintaining the current share of approximately 20% of GDP. Further, the 10-year plan intends to incorporate frontier companies, comprising specific prospects that can create a niche for Singapore in global value chains.
In addition, there is also government funding towards research to encourage innovation. Keeping the manufacturing sector as a priority, a Research, Innovation and Enterprise (RIE) 2025 plan has allocated SGD 25 billion towards basic and applied research. Consequently, to boost the manufacturing eco-system further, a center to recognize and promote skills for workforce training known as the Advanced Manufacturing Training Academy has been inaugurated.
Steady growth in manufacturing sector despite COVID-19
Despite COVID-19, the manufacturing sector has recorded steady growth consecutively over the past 17 months. The Singapore Purchasing Managers’ Index (PMI), which is a key barometer indicating the expansion or decline of factory activity, recorded a mark of 50.7, pointing to nineteen straight months of expansion in manufacturing activity.
Moreover, the Omicron variant of COVID-19 that caused various disruptions to the supply chain did not impede the steady growth that the manufacturing sector showed. It was noted by the Trade and Industry Minister that sub-sectors such as biomedical electronics and precision engineering performed extremely well as the demand for their products increased at the peak of the pandemic.
The manufacturing sector is expected to thrive in the near future as the technological progression of advanced networks such as 5G and Wi-Fi 6, coupled with continued expansion of electric vehicles, AI and IoT, will drive demand for electronics and related components. Further, other electronic devices such as smartphone models and electronic gear will also contribute towards driving demand in electronics and parts manufacturing. The Ministry of Trade expects the manufacturing sector to see strong growth in 2022, given the continued global economic recovery.
