Medical device market expanding within the city; systematic regulations instilled in order to assist with progression within the sector
Singapore offers its citizens a healthcare system that is funded through numerous avenues, such as tax revenues, payments from individuals and mandated life insurance schemes. Singapore’s health system is centered around three programs: MediFund, MediShield Life and MediSave. The regulatory authority for medical devices is run by the Medical Device Branch of the Health Sciences Authority (HSA).

A report published by Fitch Solutions Macro Research in July 2019 stated that between the time period of 2018 and 2023, Singapore’s domestic medical device market was said to show an annual growth rate of 8.4%. The report also stated that by the end of April 2019, medical imports increased by 8.8% to USD 4.2 billion whereas exports rose to SGD 7.5 billion, showing an increase of 6.8%. A notable rise in medtech startups along with SMEs (small and medium enterprises) within the city have contributed to higher exports of products and services to ASEAN and Asian markets.
As per the law, all companies registered with the Accounting and Corporate Regulatory Authority (ACRA) are given permission to obtain a dealer license and register medical devices. Upon registering with ACRA, a client registration and identification service company account is required in order for companies to obtain a Manufacturer’s License, Importer’s License and Wholesaler's License.
Increased revenues within the sector prove beneficial to the economy; local and foreign players compete for control within the industry
One of the biggest market segments in the sector is the medical device: consumables segment, which represents the largest share of revenue contributed by Singapore’s medical device industry. Other consumables include diagnostic imaging products, patient aids, orthopedics -u0026 prosthetics and dental products.
The sector also includes segments such as point of care testing devices, radiation oncology devices, therapy systems, and testing and measurement systems, which all contribute to a fair portion of the overall market revenue. In 2022, statistics showed that the medical equipment market in Singapore was valued at USD 2.11 billion, while the value of medical equipment exports amounted to USD 15.31 billion.
As the sector thrives, a notable competitiveness is developing between manufacturers and retailers of such devices. Market players have realigned their focus towards creating products that are based on advanced technology and offering services such as product customization. The existing market is divided into two sections - consumables that are created by domestic manufacturers and high-end devices that are controlled by foreign players. International players have also developed an interest in offering newer consumer-related models such as DIY health solutions, e-commerce technology and home health care devices.

With increasing demand for the healthcare sector in Singapore, the medical device market is set to experience significant growth in 2022, in both the level of imports and local production. As the global economy rises and supply chains stabilize, the need for medical equipment also increases, while imports are expected to grow by 20% or more, as per data obtained in 2022.
A large amount of equipment is required by both public and private hospitals and clinics. Locally, the largest consumer of medical devices is the Ministry of Health, whilst in the private sector, Parkway Hospitals Singapore is the largest buyer of medical equipment.
A report by GlobalData states that the government is providing increased support within the sector by introducing initiatives such as the Smart Nation, Diagnostics Development Initiative that could assist the rapidly aging community in Singapore. Medical devices analyst Vedant Goswami has reportedly stated that the Singaporean government launched a plan in December 2020, referred to as the Research, Innovation and Enterprise Plan, to strengthen the medical device sector and stay updated with medical advancements in biomedical sciences.
With the Singapore government implementing the ASEAN Medical Device Directive’s policies within the country, the system serves as a means to register and assess medical devices within ASEAN countries in order to enable a more uniform classification for medical equipment. This would also allow for companies manufacturing medical devices to be a part of a common market of more than 600 million people.
Advancements in technology catapulting the sector forward; HSA revises its regulatory guidelines
In April 2022, HSA launched revised regulatory guidelines for software medical devices. With the increasing number of medtech startups and newer medical technology being introduced, these guidelines were introduced to improve clarity and assist with regulatory efficiency.
The rising popularity of telemedicine and rapid advancements in technology have resulted in a large number of medical devices being solely dependent on software. In order to manage this, many research and manufacturing companies are focusing on artificial intelligence and the incorporation of it within a clinical setting, with the help of suitable medical equipment. This was deemed another key factor in the introduction of HSA’s Guidelines on Risk Classification of Standalone Medical Mobile Applications and Qualification of Clinical Decision Support Software.
In addition to the above, the new regulations require cybersecurity information for medical devices with wireless features in order to ensure device security and effectiveness of its controls. Companies would need to provide a description of test methods, results, conclusions, references for standards of procedure or documentation used, and the verification of security controls and security risks within such devices. This requirement is mainly for the purpose of risk management, as the process acts as a quality management system for manufacturers dealing with medical equipment that is based on software.
